Show Board approves county planner BEAVER Precipitated by a request by Iron County, the Four County MX Policy Board approved "conceptually" the hiring of consultants con-sultants to coordinate zoning and planning studies between the municipalities and the county com-, mission of each county on the Board.1 The approval does not give the counties authority to hire such a con- -sultant, but only to examine such a possibility and determine costs to be presented to the Board for final approval. ap-proval. Cedar City Manager Joe Melling made the request on behalf of Iron County. According to Melling all the municipalities and the county have agreed that such a consultant would be valuable in filling "loop holes" that may exist between the planning ; documents of the various entities, t. He noted further that the master plans and planning ordinances of most entities had either been revised recently or were being done now. Cedar City Mayor agreed. "Our purpose is to try and get a coordinated effort," he said. "Somewhere along the line we've (the various political entities) en-tities) have got to get a common ground." Melling also quoted some rough figures as to cost of such a consultant. He estimated that it would cost $37 per hour for the professional and $17 per hour for staff support, plus travel and other expenses. The proposal was originally made simply for Iron County, but other counties expressed an interest, and the Board approved all counties looking into such procedures. Iron County will probably be ready at the next meeting for final hiring of a consultant and will ask for approval by the Board, said Melling. The Board also heard a report from Alex Mansour of the Utah Department of Transportation concerning estimated costs of upgrading the Utah highway system to meet the needs of MX deployment, if it should be approved ap-proved for the area. He said that the estimated total cost of the project would be $194,253,581. Cost of necessary improvements if MX weren't to come would be $12,419,803, leaving a balance of MX-related costs of $181,833,778. Of that, UDOT would bear the biggest part, $174,761,920. Iron County's share would be $5,762,596. Beaver County's, $12,204,200; Millard County's, $1,416,865; and Juab County's, $108,000. The costs are estimated on a basis of prices as of the first quarter of 1981 and include only upgrading of State roads, not the building of roads between the proposed missile clusters. Included will be the upgrading of roads from Milford and Beryl Junction to the operational base, and costs of new highways from Minersville and Modena to the base, and a four-lane highway from Cedar City to the base. In other business, the Board Approved new travel, personnel policies and procedures and personnel and professional services procurement guidelines. Approved a quarterly financial report to be supplied to the Board by Assistant Coordinator Phil Robinson. . |
