Show Air Village water system questioned Dear Editor: I am pleased that the culinary water system in Air Village Hills has been assigned to Ashley Valley Water and Sewer district by General Properties and Air Village Hills (AVH). This relieves those who own homes in AVH of the obligation of repairing and maintaining the system themselves. Every taxpayer in the district will share in that responsibility. But is it right? Does Mr. McKeachnie honor his contracts? Does he obey state laws and regulations? On Aug. 7, 1979, Lyle McKeachnie was sent a letter, part of which I quote, "Please be advised that the contract which you have with Vernal City whereby Vernal City provides your subdivision with water will not allow this extension to be made. The contract specifically limits the area within which this water will be used to the area of your subdivision. This proposed extention goes outside your subdivision." sub-division." Then on Dec. 5, 1979 the homeowners received a letter telling them, "that because of actions taken by Cieneral Properties the City Council has determined that the contract has been broken with the city to provide water for them." An extention of the AVH line was made across the highway and a connection made. In January. Lyle McKeachnie. under the disguise of AVW&SD. started construction of another line to the north of AVH. He was issued a cease construction con-struction order from the State Board of Health on extension of water supply facilities in AVH area Quote, "therefore, you are hereby ordered to immediately cease construction of these water supply facilities prior to receipt of approval from this office. You arc also ordered to submit complete com-plete plans and specifications for these facilities construction to date." This order was ignored by McKeachnie and construction continued and the line was put into service.
