Show I Mine Act Reported Out Of Committee A ' report from State" ' Representative Kenneth Silliman this week indicated indi-cated that Senate Bill 12, the Mine Land Reclamation Rec-lamation Act has been reported out of committee commit-tee in the House without recommendation. Rep. Silliman inideat-ed inideat-ed that it was through the efforts of Rep. Calvin Cal-vin Black of San Juan County and himself that the measure was reported re-ported out without any recommendation. However, How-ever, Silliman said that he was unable to gain a special clause in the bill to deal with small miners separate from large firms. A delay was gained so that the measure mea-sure will not become effective ef-fective until July 1, 1974. At this time all miners will have to file a Notice No-tice of Intention to Mine before any action on a claim can be taken. It is hoped that because be-cause the first governing govern-ing body of the Board of Mines will be the State Oil and Gas Conservation Conserva-tion Commission, they will be able to write measures for protection of the small operator into in-to the rules and regulations regu-lations of the bill, Silliman Silli-man said. A bill providing for optional implementation of election districts for County Commissioners was passed by the House this week. This measure would provide for the Commissioners to be elected from districts similar to those of local lo-cal school boards, if it is implemented by counties. coun-ties. Another measure dealing deal-ing with County government govern-ment was also passed. This deals with changing chang-ing all County Commis- sions to 4-year terms. This, too, would be optional. op-tional. House Bill 90, which allows privileges for professional journalists was passed by a good margin on Tuesday, Mr. Silliman stated. He indicated that the I budget-audit committee : is currently completing its work and hopes to , have all budgetary mat-" mat-" ters finalized by late next week. |
