Show Spending Bills Reviewed By Rep. Calvin Black Representative Calvin Black of San Juan County Coun-ty this week reported on activities now going on in the State House of Representatives. Rep. Black stated that it appears that many of the bills which are being introduced increase the l financial obligations of the Cities and Counties, but provide no revenue for them to fulfill these Legislative requirements. require-ments. Still other measures, meas-ures, said Rep. Black, erode the tax base of the Local Government units and give them even less resources with which to do Legislative mandated functions. ihere are the usual requests to raise the cash and other benefits for people on the welfare wel-fare rolls," he said, ! "which I am totally op- posed to. I am present -I ly having my intern do some research to deter-; deter-; mine the total economic benefits that a hypothetical hypoth-etical family on welfare presently get, and then ' determine what a family fam-ily of similar size would have to make by working in gross income to derive der-ive the same economic level". Rep. Black continued, con-tinued, "I believe in our governmental structure providing basic necessities neces-sities for any of our people in need, especially espec-ially the old and disabled. dis-abled. I also believe in helping those who cannot can-not find work, but in those cases work should be an absolute requirement require-ment to receiving any assistance. The local Welfare Board from San Juan County wrote me a letter supporting this principle which I had copied and gave to all of the Legislators." Other activities sponsored spon-sored by Rep. Black include in-clude a bill to create a State Museum of Indian Ind-ian History and Culture. On Feb. 13, there was to have been a meeting for all Legislators sponsored by the Utah Navajo Development Council to discuss this proposed museum. Rep. Black has asked the Highway Patrol to provide more troopers in San Juan County, especially es-pecially the southern part. Black indicated that at this time San Juan County Sheriff's Department officials investigate in-vestigate most of the accidents on highways in the county and this should be done on a state level. |
