Show (OOTefcJs Cmcmwi voir BmlktifoM f Rolr After receiving a request re-quest by the City Council Coun-cil to present documented documen-ted material of local activities, ac-tivities, a news release by the Moab Community Action Program was published pub-lished in The Times last week stating that there is a lock of understanding about the goals and function func-tion of the program. A review of C.A.P. activities ac-tivities will be conducted after the material is presented pre-sented to the Council at their April 1 meeting. In response to the C.A.P. news release, Commissioner D. L. Taylor Tay-lor told The Times this week, "The problem is not a lack of understanding, understan-ding, but rather a basic disagreement with the concept of C.A.P. as it was conceived in Washington. Wash-ington. It is true that local officials have some control over the program, pro-gram, but this control is limited by the Federal guidelines." During the past two and a half years, Commissioner Commis-sioner Taylor has represented rep-resented the Grand County Coun-ty Commission on the C. A. P. board which administer admin-ister s the C.A.P. program pro-gram and has also represented rep-resented Grand County on the Southeastern Utah Association As-sociation of Governments which assumed responsibility responsi-bility for the C.A.P. program pro-gram about a year ago. As a result, he is well informed about the program pro-gram and feels that he is able to comment freely on its functions. "My biggest objection is that I feel the C.A.P. program is a duplication of other programs currently cur-rently provided to low income in-come members of our county," said the Commissioner. Com-missioner. "We have Family Fa-mily Services, Assistance Assist-ance Payments, -Food Stamps, Food Supplement, Supple-ment, Medicare and Me dicaid, Public Health, Mental Health, Free Legal Le-gal Aid, Social Security, Secur-ity, Unemployment Compensation, Com-pensation, and the Manpower Man-power Program, all of which are provided at little lit-tle or no cost to low income citizens. These programs are administered adminis-tered by elected officials offic-ials or boards appointed by these officials. This allows ample opportunity for review of any grievances griev-ances a citizen may have, without assistance of the C.A.P. "Another objection I have," continued Commissioner Com-missioner Taylor, "is the identification of C.A.P. with people who are low income because of their own choice rather than those citizens who find themselves with problems prob-lems because of conditions condi-tions beyond their control. con-trol.
