Bids were opened today at the Navy de-'partraent de-'partraent on the proposed 16,000-ton battleship Michigan and the battleship South Carolina, authorised by an act 'f Congreaa approved March 3, 1905. i The new battleships are to be 450 feet long' and will have an extreme 'breath at the water line of eighty 'feet two and five-eighth inches. The mean draft at trial displacement is .not to exceed twenty-four feet six inches. The coal bunker capacity of the shipa will be 1200 tons each. ! Each ship will have a main battery of eight twelve-inch breech-loading 'rifles and two submerged torpedo tubes. The second battery of each of 'the battleships will consist of twenty-itwo twenty-itwo three-Inch fourteen-pounder rap-Id rap-Id fire guns; two three-pounder semiautomatic: semi-automatic: guns; eight one-pounder tsemi-automatlc guns; two three-inch !field pieces; four machine guns of j "caliber .30. ' .1 The maximum time to.be allowed vfor completion of these . battleships 'will be forty-two months, and a heavy penalty is provided for delay.
