AT LAST A PLAN ANY TANY ideas have been advanced to relieve MANY unemployment and many plans have been attempted without relieving matters much Yet it must not be admitted d that every available remedy has been tried for forwith forwith with that admission we must confess failure There is one plan which might be tried and it is submitted to the state tax commission commission commis commis- sion slon for what it is worth Now there are thousands of persons in Utah who have not paid pak their state income tax and who have ignored the dollar filing fee At the same time it is shown that the cost of ot setting up the tax-collecting tax organization organization organization has eaten up most of the dollars collected collected col col- l so that only a fraction of each finds its way into the channels of expenditure for legitimate state needs Out of this dilemma there springs the plan Just like that Suppose the state round up all the unemployed unemployed unemployed and give them jobs on a percentage basis of collecting the income tax and the dollar filing flUng fee from those who are delinquent delinquent delin delhi quent Isn't that a marvelous Idea Think It over Maybe some of the unemployed have had no income upon which to pay tax They still owe that dollar filing fee Well if they can collect from other delinquents on a percentage percent percent- age basis they may be able to pay their own dollar fee at a liberal discount discount discount-as as a commission commission commission commis commis- sion for collection Its It's really a grand idea Under it the state cannot possibly lose any more of the tax dollar than it already has lost by the costly structure set up to collect it The state tax commission already has done donea a n. great deal to relieve unemployment by giving giving ing lag Jobs to a lot of people They send out blank returns and notices write things in books Looks make out reports and do a great many other things necessary to get the state into contact with the taxpayers Once they are upon the basis of correspondence that contact contact contact con con- tact will be he valuable for future reference even if it doesn't produce as much tax taC as the tax reformers prophesied when the special session session session ses ses- sion of the legislature was called by the gov gov-
