Show ROOT EXPLAINS HIS DczlRED CHANGES IN LEAGUE COVENANT (Chicago Tribune Special Service.) "WASHINGTON. D. C, June 21. Declaring De-claring the revised league of nations covenant "very unsatisfactory," Elihu Root, former secretary of state, commonly common-ly recognized as America's leading authority au-thority on international relations, today outlined to Republican senators the course he thought they should pursue in dealing with the peace treaty. He made known his views in a letter to Senator Henry Cabot Lodge of Massachusetts, Massa-chusetts, Republican leader of -the senate sen-ate and chairman of the foreign relations rela-tions committee. He suggested the ratification rati-fication of the treaty with three IV. r-reachlng r-reachlng reservations on behalf of the United States. Tho reservations proposed are : First Elimination of article 10 in so far as it affects the United States. TKis article guarantees the members of ttie league to maintain the territorial integrity integ-rity and political independence of all the nations of the world admitted . to the covenant. Second Absolute and unqualified right of the United States to withdraw from the league on two years' notice. Third Clear and unmistakable protection protec-tion of the Monroe doctrine and the sovereignty sov-ereignty of the United States over rure-ly rure-ly American questions. |
