Show TEXT OF GERMAN PLEA FOR SAAR BASIN GIVEN OUT WASHINGTON", May 25. The state de-pa de-pa rtment tonight made public the text of notes exchanged by Count von Broek-dorff-Rantzau, head of the German peace delegation, and M. Clemencoau, president of the peace conference, relative to final determination of the Saa r basin and the disposition of its coal products. The question ques-tion was first touched in a note by the German delegation dated May 13 and later was made the subject of a distinct dis-tinct communication May 1 ti. The reply to both notes was handed to the Germans Ger-mans yesterday, . The text of the notes shows the suggestions sug-gestions of the Germans that viva voce discussion of questions as to the amount of coal to lie supplied France and Belgium Bel-gium and the transportation of such supplies; that the concerns damaged in northern France participate "by shares to an extent agreed upon In such German coal mines as are charged with the delivery de-livery of coal io the regions" decided upon; that in Hon of actual control by the associated powers a system of economic eco-nomic guaranl ees be instituted all were summarily rejected.
