Show COSTLY BLUNDERS. That some costly blunders are being made by tho war department is indicated indi-cated by the hesitating policy with regard re-gard to Fort Douglas. Tho buildings for the German war prisoners were made for winter use, but the houses for the soldiers were constructed only for summer occupancy. Apparently it was the plan from the start to remove the soldiers to other poirts at the approach of winter. Instead In-stead of I'-rarging to move the troops toward the Atlantic seaboard the de-isuin.ciii de-isuin.ciii selected American Lake, Wash., and Linda Vista and Palo Alto, Cab. as winter camps to which troops stationed at Fort Douglas and ; Fort D. A. E-ussell, Wyo., should be sent. If it were really essential to take the i troops away from Fort Douglas in win- ter it would be much cheaper to move : them in the direction of France. In-; In-; stead, the department would transport i them hundreds of miles -westward and then ship them 3-X10 miles across the cortiueut to take boats for France, j The officials in Washington also showed complete ignorance of winter conditions in Utah. Senator King has taken the trouble to show them that the soldiers can drill as often in wintei at Fort Douglas as in the rain and muc at Palo Alto.
