By International News Service. PETROGRAD, Sept. 13. Korniloff 's counter-revolution has blown Op a bloodless bubble. The rebel commander's headquarters, some 100 miles from Petrograd, has eur- rendered. His army, the vaunted " savage) sav-age) division" in the lead, is disbanding. disband-ing. Korniloff himself is reported to be treating for "terms." Kerensky, stronger than ever through his triumph, won by patience and persuasion, demands de-mands unconditional surrender. Now that the victory is won the death penalty has been officially revived re-vived in full force, to anticipate recurrences recur-rences of the revolt. Korniloff is slated to be the first to pay with his life for treason to tho new Russia. Premier Kerensky is t'ommander-iu-chief of all Russian armies. General Aloxieff has beon named as his chief of staff. Army Rallies. At the very climax of the revolt the Russian army nortli of Riga, fully nil-"V-1 from its recent defeat, turned on its Teuton pursuers and threw Prince Leopold 's cavalry forces back in the direction of Riga. Civil war seems deflnllely averted: the Russian capital srivetl from a Russian mckc. The Kerensky government tonight appeared to have emerged from the chaos stronger titan ever. A reorganized cabinet cabi-net Is in tite making. A rule of iron discipline Is promised at the front. But all is noL yet well. Two ominous bulletins indicated Incalculable dangers. The llrst was: "There is no comtutinlrntlon today from the Russian headquarters In the tield." - Still in the Field. So far as Is known, Korniloff still holds sway at "headquarters in tho field." The second significant announcement read : "No reports have been received from the Rumanian and southwestern fronts." Translated into uncompromising language, lan-guage, of logte, this means that Kerensky, . "commander in chief of all Russian nrmies and prime minister of Russia." is completely out of touch with the nerve center of the hulk of the armies at the front. The menace arising; from this state of nffaics is that Korniloff, facing death as a traitor, unable t obtain immunity, im-munity, may make one last desperate attempt at-tempt to keep t he armies in his sway and go to any length, including that of "making "mak-ing a deal with the foreign foe. to usurp autocratic military and political power. It must he home in mind, conservative ofticials pointed out confidentially tonight, to-night, that the news emanating from this capital is exclusively provisional government govern-ment news and does not comprise conditions condi-tions at all fronts and in the southeastern part of the country. Atmosphere Clarified. -fie atmosphere is. however, infinitely " lariflcd. Certain it seems that the at- tempt to take Petrograd has been definitely defi-nitely shattered. COMPLETE FAILUREl (Continued from Pago One.) and present chief of staff; Foreign Minister Minis-ter Tereschenko and a Moslem general brought about the end of the revolt. Generals Ruszky and Drasomlroff have been appointed, respectively, commanders in chief on the northern and southwestern fi onts. General Ruszky previously had been in charge of the Russian armies on the nort hern front. He was removed from the command In May of the present year, but remained a member of the council of war. Admiral D. X. Verdervski. former commander com-mander in chief of the Baltic fleet, has been appointed minister of marine. The new minister of marine always has been regarded as a strict disciplinarian. General Council Held. The executive committees of the workmen's work-men's and soldiers' deputies and peasants' delegates held a general council today ,to discuss the action of General Kornlloff. M. Skobeleff, minister of labor, announced an-nounced that the Kornlloff. adventure had collapsed completely and that his headquarters head-quarters had surrendered. The minister added that soon the whole administration and organization of the Russian army would be modified. He declared that the government had acted in full agreement with the revolutionary democracy, which had thus triumphed, but that the victory ought not to lessen the vigilance of the government, because new attempts at a counter-revolution were possible through the criminal activity of General Kaledines, chief of the cossacka. M. Skobelef concluded con-cluded by savin? that In the new government govern-ment the presence of any elements suspected sus-pected of sympathy with Korniloff ought to be made impossible. "SAVAGE" TROOPS NO LONGER STAND BY KORNILOFF PRTROGRAD, Sept. 13. M. Skobeleff, minister of labor in the Kerensky cabinet cabi-net and a member of the council of workmen's work-men's and soldiers' delegates, announced, through the Russian official news agency today, that General Korniloff's adventure had collapsed and that the army at his headquarters has surrendered. According to official statements, the so-called so-called "savage" division, composed of Georgians and Caucasians, is the only unit of troops sent against Petrograd which remains solid for General Korniloff. That body is now at Tsarskoe-Selo, and up to yesterday afternoon ft was feared force would have to bo applied to it, but it now seems the situation has cleared. Deceived by Korniloff. It appears to be undoubted that the "savage" division, though , devoted to General Korniloff, had no fclea of their destination or his aim. The division consists con-sists of eight regiments of fierce Caucasus Cau-casus cavalry recruited almost exclusively exclusive-ly from the tribes of Ingushes. Kabar-dintsi Kabar-dintsi and Ossetinians and contains a few Tartars. Almost all are Mohammedans and among them are many princes. Some are wholly uneducated. Their commander is General Bagration. The submission of the "savage" division di-vision was brought about through the devotion de-votion of a group of their co-religioniBtB to the government. The tribesmen do not speak Russian, suspect and dread Christians, Chris-tians, and when approached by the government's gov-ernment's Russian emissaries refused to listen to them and threatened them with arrest. Moslems Make Terms. A Mohammedan Tartar artillery officer, General Kugusheff, with other Moslem officers of-ficers who are devoted to the government, govern-ment, yesterday went on a mission to them and was well received. They, however, how-ever, returned and now are at the Petrograd Pe-trograd staff office. The Associated Press interviewed General Kugusheff, a little, swarthy, picturesque Asiatic, whose head was bandaged from a wound. The general said : "The Caucasians declared they absolutely abso-lutely refused to surrender and come to Petrograd for fear the Bolshevikl would massacre them. But they were willing to abandon resistance on condition they were sent home to the Caucasus front where, however, they must not be employed against their co-religionists the Turks. "After prolonged negotiations we agreed to recommend this solution to Premier Kerensky and we returned to Petrograd. The premier has now promised us that the 'savage' division will be unpunished and will be sent home to the Caucasus and will be absolved from service against the Turks. I consider their submission assured." |
