Show EASTERN RAILROADS TO AGAIN PETITION Notify Commerce Commission That They Will Ask Permission to Advance Bates. WASHINGTON. Sept. 1 4. -Contendi ng that they Lice unpreredented conditions, aggravated by the European war, the eastern railroads have Informally notified the interstate commerce commission of their Intention to ask for a reopening of the advance-rate case. In which a petition for a general increase of 5 per cent in I freight rates was denied. When the petition will be filed aud the probable scope of its appeal has not been indicated. Commissioner Clark told of the Informal notice that had been given by the railroads nfter a meeting late today to-day with President Willard of the Baltimore Balti-more & Ohio railroad. Further hearing of the rate rat-e would be asked, it was said,, to show that extraordinary ex-traordinary conditions have arisen since July, when the commission reached Its decision.
