Sarcastic comment from the liberal press lias followed the official of-ficial publication of a now order of the imperial chancellor establishing corporal punishments for the native troops of the C', Ionics. The new regulations provide that offenders sentenced to imprisonment for more than six weeks shall be fettered, and that corporal punishment up to twice twenty-five lashes may be inflicted. Any commissioned officer is empowered to order or-der the fifty lashes, and the highest noncommissioned non-commissioned officer may order twenty-five twenty-five lashes. In cases of "close arrest" the prisoner Is to be bound for two hours a day with his back aicainst a wall or tree, "in such manner (hat hf can neither sit nor lif."
