The new federal act is effective March 1, 101-3, and is regarded by druggets drug-gets as t ho most comprehensive law yet enacted for control of the sale of dangerous drugs. Notices have been sent out by A. R. Mclntyre, president of the Utah Association As-sociation of Druggists, asking every oien-.bor to supply himself with the blanks that will be used in the sale ot drugs after March 1. Every member of tho professions mentioned must obtain registration upon blanks furnished by tho' collector of internal revenue aud purchase order tonus at $1 per hundred. An inventory of every drug . on hand must be made , March J. After that date, orders for all drugs covered by the federal act must be made on government forms. In the case of a druggist, he must use the form in ordering from the sup- ply house. In filling an order or pro-i pro-i scriptiou, it must come from a regis-! regis-! tcred physician, veterinarian or dentist, ; must te signed on tho date indicated, filled on the same date, and the drug-J drug-J gist must require the person presenting ' the prescription to sign his name. The 1 original of this order must be forwarded to the collector of internal revenue and the duplicate kept on file for two years. The same general conditions apply to the physician, veterinarian and dentist. dent-ist. Except in cases where such drugs are dispensed or distributed direct to a patient, a record must be kept open for inspection for two years, showing the kind of drug, the quantity and name and residence of the person to whom distribution was ordered. Unless tht. preBCriber has been registered in accordance ac-cordance with the federal provision, his prescription will not be honored by any druggist. The physicians, veterinarians veter-inarians and dentists are requared to purchase order blanks from the rovenue collector at the proscribed price of $1 per hundred. The object of tho new federal law, according to Mr. Mclntyre, is to keep an accurate record of every ounce of drugs, from the timo of manufacture to the time it is prescribed or administered. admin-istered. It is the belief of the druggists drug-gists that when the act is thoroughly operative it will be impossible for any unauthorized person to obtain drugs for illegal use. The maximum penalty for any violation of any provision of the new law is a fine of $2000, or imprisonment im-prisonment for five years, or both. The special attention of all concerned in tho new act is called to the fact that it is a federal revenue act and does not in any particular make it unnecessary for him to observe state and municipal laws regulating the sale of certain narcotics. |
