Show M'COMBS ACCEPTS MISSIOITO FRANCE WASHINGTON. March 17. The nomination nom-ination of Chairman William F. McCombs of the Democratic national commlttco to be embassador to Franc was prepared at the wnltc house today and as it was about to be transmitted to the senate it was withheld at Mr. McCombs' request. Mr. McCombs has decided lo accept the post and it Is said the delay does not mean a change la his Intentions. John Bassctt Moore, professor of International In-ternational law nt Columbia university and a recognized authority on that subject, sub-ject, Is to bo appointed counselor to tho department of state. Professor Moore was appointed recently by Mr. Taft as a representative rep-resentative at The Hague tribunal. Mr. Moore will succeed Chandler P. Anderson, who has filled that position since tho death of Hcnrv M. Hoyt, for whom tho office was created. This will be the third time Mr. Moore has entered tho service of the stato department, de-partment, where he has at various times filled the positions or law clerk, third assistant as-sistant secretary and assrstant secretary under both Democratic and Republican administrations. Certain considerations arc to be attached at-tached to Professor Moore's acceptance of thii post, such as an understanding that no shall be designated as aullng secro- lary In the absence of Secretary Bryan and also that an effort will be made to havo congress Increase the salary of the position, now fixed at $7500. The president today appointed Senator! Fletcher of Florida and Gore of Oklahoma. Representative Moss of Indiana, Col. Harvey Har-vey Jortlnn of Georgia. Dr. John I-ee Coulter of Minnesota, Dr. Kenyon L. But-tertleld But-tertleld of Maesachusettn and Clarence J. Owen of Maryland member? of tho commission com-mission authorized In the last agricultural I appropriation bill to co-operate with the American commission assembled under the auspices of the southern commercial congress to Ktudy in European countries co-operative rural credit unions and similar simi-lar organizations devoted to tho betterment better-ment of rural conditions. The same men also have been designated dclcgatos to the general assembly of the International Institute of agriculture in Rome next August. |
