Show "GOLDEN RULE" CHIEF MM OUSTED Fred Kohler Discharged From Office by Cleveland Civil Service Commission. CLEVELAND. O., March 17. Tho civil service commission announced tonight that It had found Chief of Police Feed Kohler guilty of ''gross Immorality, conduct con-duct unbecoming an officer and gentleman gen-tleman and conductx subversive to good order and discipline In tho police department," depart-ment," and Immediately discharged him from office. The above charges were Hied by Mayor Baker and the trial of tho chief was heard last week. Tho charges Involved alleged visits of Kohler to the homo of Mrs. May Schear-cr Schear-cr on February 2, May 23 and Juno 5, 1912, in the absence of her husband. On the last-named date, Scheurer testified In the trial that he surprised Kohler and his wife In the Schearer home "In scanty attire." Kohler attempted to prove alibis for the flrsC two dates, and declared his mission on the night of Juno 5 was an innocent one. Last September Schearer was granted a divorce from his wlfo In a suit In which Kohler was named as co-respondent. "Had we authority," the commission said, "we would add to the sentence a permit to this officer to receive a full pension to which n retired chief is entitled In view of tho term and character char-acter of his service, but we are without power to do bo." In a statement Issued last night Kohler indicated his willingness to resign if allowed to recolve his full pension of $125 a month. If discharged, his pen-slo'n pen-slo'n would be but $65 a month. Kohler Is 49 years old and has boon a member of the police department for twenty-four years and chief for ton years. His policy of "golden ruling" first offenders and minor offenders has mado him one of the best-known pollco chiefs in the country. The commission's decision praised Koh-ler'3 Koh-ler'3 work as police chief, and saya that "while In other cities pollco officers have been guilty of corruption and extortion, Frederick Kohler Is a poor man."
