Show ENCAMPMENT SURE, Chief of Staff Wiiiims, However, Gives Out a Contrary Report. ANNOUNCEMENT MADE I3Y ASSOCIATED PRESS Present Complication Has Arisen Aris-en Over Question of Transportation Trans-portation Rates. LIMA, O., Doc. 'J3. J. Corey Winans, chief of staff of the National Grand Army of tho Republic, returned today from Salt Lako City, whero he has been attendiug a conferenco of tho executivo committee, composed of himself him-self and Coinmaudcr-iu-Chiof H. M. Nevius of Newark, X. J., Adjutant-General Adjutant-General Frank O. Colo of Jersey City and Alary L. Gillmanof Boston, president presi-dent of the Women's "Relief Corps. Mr. Winans says from all present indications indica-tions tho next annual encampment of the Grand Army of the Kepublic will not be held at Salt Lake, but at Cincinnati Cin-cinnati or Pittsburj. The action was brought about by tho refusal of the traffic association which met in Chicago Chi-cago last weeek to grant a rato of 1 cent per mile to the veterans. Tho date selected for the encampment was August 9 to 14, aud following 3n official offi-cial Teporfc from the traffic association the governing body will meet to select the nest meeting place. Tioth Cincinnati and Pittsburg will mako a stroug effort to secure the en-i en-i campmcul. STERRETT CONFIDENT VETERANS WILL COME Col. Frank AL Sterrctt. executive director di-rector of tho fortv-tbird annual encampment, en-campment, said last night that ho could not understand tho meaning of such a statement. "You mav sav for me." said Col. Sterretl. "that the next an-ijual an-ijual encampment will be hold in ' Bait Lako City. It is probable that! Comnmuder-iu-Chief Novins is alroadv preparing general order No. which will call attention to tho fact that the ' encampment, oithor a delegate encamp, incut or a regular encampment, will bo hold hen "I cannot say, of course, whether or not the Central Passenger association lias held a meeting lo decide upon iho question of rates, although I havo not ! boen advised of anything of the son i being done. I can stato cmphaticnllv, 1 however, that even if such a thing has been done, that will not affect tho holding hold-ing of the encampment here. Tho place of the encampment docs not depend on the question of rates at the present time. The matter of rates will affect the f.izo of the attendance, of course, .and it is possiblo that if tho low rate is not granted that the commaudcr-in- Continue on Page Two. . ENCAMPMENT SURE. COL. 'At Iho present time, the Union Pacific Pa-cific railroad has granted a rate of one cent and "four mills per mile and this mutter will be taken up later b' Commander Com-mander Nevius, with a view to gaininp; a reduction of the rate. Tho abovo dispatch dis-patch does not say what passenger association as-sociation held the meeting; but it was probably the Central association and it is our experience that all the passenger associations through whoeo territory the veterans have to travel to reach the encampment, en-campment, follow the lead of tho association associ-ation in whose .jurisdiction the encampment encamp-ment is held. 'Phis may be tltc case in this instance. lu such a case, of course, ihe action of tho association is only what might havo been expected and would not affect af-fect the holding of the encampment hero except u T have said, that there might be a delegate, encampment called. T ant sure that there will be further action ou the part of the commander-in-chief. "Finally, the commander-in-chief cannot can-not order Iho chango of tho encampment encamp-ment to a placo different from that authorized au-thorized by tho encampment at Toledo, without a good reason and if it is true as stated iu this dispatch that, the association, as-sociation, supposedly tho Central Passenger Pas-senger association, lias rcfued to grant the ono cent per mile rate, there would be no reason for the removal of tho affair to a locality which would come under the .-jurisdiction of the Central Passenger association." |
