The Associated Asso-ciated Press can authoritatively nnnounco that tho basis for tho British-Russian agreement to submit tho North Sea Incident Inci-dent to a commission inaures an amicable settlement without a sequel. Tho understanding under-standing Is complete. False Impressions Cleared. In the heat of the oxcltemcnt following tho incident many false impressions obtained ob-tained credence abroad. Now that the smoke has cleared away it Is possible to State that Great Britain disclaimed any intention of trying to detain thc'Rus3lan squadron, which could only bo Interpreted as a hostile act. It was never Intimated to Russia that VIcc-Admtral Rojestven-sky's Rojestven-sky's recall would be demanded and Great Britain never asked Russia to pledge herself to tho punishment of any one. The British Government fully realized that officers of the Russian squadron may have acted with excess of zeal. Deplorable Mistake. The "whole affair was a deplorablo mistake, mis-take, but as a result of tho Inquiry which will establish the facts, each Government Is expected to tnko up action without demands de-mands from cither side and no pledges requested or given by either country. So far as future complications are concerned con-cerned tho Incident Is regarded as closed, though there has been a slight hitch in tho Russo-Anglo negotiations regarding matters relating to the international commission which has necessitated their transfer here. It Is now regnrded as almost certain that the commission will sit In Paris and bo composed of five naval officers, one Russian nnd one British, each power to choose another and the four to select a fifth. Russia has practically named Admiral Kasnakoff and Great Britain Admiral Ad-miral Sir Cyprian Bridge, nlthough tho latter selection Is not absolutely settled. Great Britain expressed her Intention of asking that a United States naval officer sit on the commission, whereupon Russia Rus-sia announced that sho would select a French officer. Dewey -May Be Called. There Is a strong Intimation that Great Britain will invite Admiral Dewey to bo one of tho commission. Officers of such chnracter as those mentioned Insure tho acceptance of the findings of the commission com-mission by both countries and the world. Kasnakoff Able Officer. Admiral Kasnakoff is ono of the ablest officers in tho Russian navy and Is a courtly man of conciliatory disposition and Judicial temperament. Ho has practically prac-tically retired from actlvo service The high esteem In which he Is held at tho Admiralty Ad-miralty is shown by the fact that ho was selected to be admiral to command tho Russian squadron which went to New York on the occasion of the World's fair celebration In 1S95. Officials Go to Paris. Four naval officers Vice-Admiral Rpjesl-vensky Rpjesl-vensky detached from his squadron while at Vigo will not proceed beyond Paris, whither Admiral Kasnakoff has already goneto meet them.
