Show I ISSUANCE OF PASSES The Local Railway Officials Are In a Quandary EFFECT THE NEW LkW WILL BE IN FORCE ON JANUARY FIRST May Abolish Passes Altogether Except Ex-cept la Cases Specified By the Act Bush to Klondike Heintz Beturns Bob Baxters Coupler Carnegie In Corea As is usual at this season when the end of the year is approaching the railway officials are being besieged with requests for passes The applicants appli-cants are evidently unacquainted with the provisions of the act passed at the last session of the legislature covering this and other matters connected with the railway business The act was passed by both houses and was vetoed by Governor Wells but the legislature passed it again over his veto The law takes effect on Jan 1 next and its provisions are stringent and weeping At present the railway officials have reached no positive conclusion as to the exact effect of the act That it will restrict the issuance of passes very much is certain and that it may do away with them completely is a possibility The provisions of the law of special interest are as follows RATES AND DISCRIMINATIONS Sec 24 All railroad corporations must fix and publish their rates of charges for freight and fares from one station to another on their various lines in this state Sec 25 No railroad company or other common carrier engaged in the transportation trans-portation of passengers or property shall charge demand or receive from any person company or corporation for the transportation of passengers or property greater sum than it shall charge or receive from any other person per-son company or corporation for a like l 1 service from the same place under like conditions under similar circumstances circum-stances and for the same period of time For every transgression of the provisions of this section such common carrier shall be liable to the party suffering thereby double the entire amount so charged to such party Sec 26 Nothing in this act shall be so construed to prohibit the carriage or handling of property free or at reduced re-duced rates for the United States state or municipal governments or to or from fairs and expositions for exhibition exhibi-tion thereat or the free carriage of destitute and homeless persons transported trans-ported by charitable societies and the necessary agents employed in such transportation or the issuance of mileage mile-age excursion or commutation passenger passen-ger tickets nor to prohibit any common com-mon carrier from giving reduced passenger pas-senger rates to ministers of religion solely engaged in ministerial duties or to the United States state or municipal mu-nicipal governments nor to prohibit railroads from giving free carriage to off their own officers and employees or to f prevent the principal officers of any railroad company or companies from exchanging passes or tickets with other railroad companies for their officers of-ficers and employees nor to prohibit railroad companies from giving reduced re-duced rates of transportation to other railroad companies for railroad construction con-struction material equipment or supplies sup-plies |
