left for Washington today Mr Dingley said Inasmuch as this will be the first II regular session of the Fiftyfifth congress con-gress and therefore this session is unlimited un-limited in length by the laws it is diffi cult to forecast its duration The bus session will ness of the approaching wi I be expedited by the fact that the house I as well as the senate is already organized ized and the committees appointed but the senate has no means of limitIng limit-Ing debate so that i is always in the power of a few senators to greatly extend tend the sitting I see no reason now however to believe that this session will continue later than June BANKRUPTCY LEGISLATION Probably bankruptcy legislation will be the first to come up after such appropriation ap-propriation bills a may be ready The voluntary bankruptcy bill passed the senate during the extra session was referred to the house judiciary commit tee which may be ready to report it back before the Christmas recess The house will probably pass a substitute on the lines of the Torrey bill as it did two years ago and then the two bills will go to conference Probably the conference committees of the senate and house will agree upon a compromise compro-mise measure which will become a law awINHARMONIOUS INHARMONIOUS SENATE If the senate were Republican and in harmony with the house on monetary mone-tary questions I should look for currency cur-rency legislation but with a free sil ver majority in the senate antagonistic of the to the ideas of the majority house as to what constitutes a sound currency system I do not see how it is possible to secure desirable currency legislation of an important character until the senate is brought into harmony har-mony with the house Possibly some disagreeable amendments amend-ments to the national banking law might be passed by the senate The senate joint resolution for a joint committee com-mittee and report on needed currency legislation passed at the extra session is still in the hands of the finance committee com-mittee of the senate and may be reported re-ported back and considered by the senate sen-ate as soon as congress reassembles GOLD STANDARD INVIOLATE While I should be pleased to see legislation leg-islation that would remedy the want of flexibility of our banking system and would separate those functions of the treasury department which relate to the government demand notes and certificates used as currency from those which relate to current receipts and expenditures and thus better protect the reserve yet I believe that it is suffi cent for all immediate purposes to know that the administration has the power and is determined to defend the I present monetary standard Indeed with sufficient revenue to meet all current I cur-rent expenditures as we shall have in the next fiscal year the treasury department I de-partment can accomplish the purpose indicated without any new legislation Legislation however is desirable because I be-cause under the existing conditions by which the government notes are redeemed re-deemed in gold there are only two ways in which they can be disbursed viz By purchase of government bonds or in exchange for gold VARIOUS TOPICS Immigration legislation said Mr Dingley is likely to be consummated Some legislation may be required to strengthen the hands of the interstate commerce commission whose power for good has been largely taken away by the decisions of the courts It is said the railroads will again urge their pooling bill Preliminary census legislation leg-islation is necessary his postal savings system POSTAL SAVINGS Concerning the proposed postal sayings say-ings bank system Mr Dingley said I have reached no conclusion on the question as I want first to know more definitely how the deposits can safely be invested what would be the effect I on the existing savings bank system which has proved so valuable and whether the tendency of the new system sys-tem would be to draw capital from the more thinly populated parts of the country where more capital is required re-quired and transfer it to the centers of business already congested with capital cap-ital or to make it available for use outside these centers Unless those who have canvassed the senate are much mistaken the Hawaiian annexation treaty will either be promptly ratified by the senate oran or-an annexation resolution passed and Hawaii brought into the Union as a territory Speaking for myself I think that sound policy and the best interests of Cuba require that the question of our attitude toward the island and Spain be left with the president who has already al-ready done much for the Cuban cause |
