A resolution directed against tho city commission was presented pre-sented to the committee by Parley P. Jonson, a mcnibor of the committee. Tbo resolution rocited tho alleged evils of the commission form of government, ns tned by Snlt Lake, and urged tho members of the lecislaturo to vote for a meaanro abolishing it. Discussion Informal. The resolution Was discussed informally inform-ally at tbo meeting and some of tbo proposed changes in the form of government, gov-ernment, as proposed by bills now pending in tho legislature, were also discussed. Most 0f the members of the committee, who spoke, supported tho resolution. No action on the mutter was taken, however. TIioho at the meeting were John P. E. Darmor of tho city executive committee, and Senator W. Mont Forry. Mr. Jenson's Resolution. The resolution introduced by Xr. Jonpon follows: Whereas; there is no moro important impor-tant matter confronting the legislature legisla-ture than abolishing the commission form of government, or at ie.-ist, legislating leg-islating out of office the presenf Inefficient. Inef-ficient. Incompetent incumbents, and Wliereae; the citizens of Salt Ixike City were led to believe that all the Ills of government were to be readily and speedily remedied when the present pres-ent form of government wan Instituted, Insti-tuted, and the present officials were wafted Into office, and Rude Awakening. Wlhereas: no sooner had the form been adopted and the officers Installed In-stalled than the citizens experienced a rude awakening, as Instead of being be-ing a panacea for tho ills and evils 3n tho body politic of this municipality, the ills and evils were augmented and increased to an unprecedented degree, de-gree, and Whereas: that partlcuplar slogan, "economy." which in so dear to taxpayers, tax-payers, was one of the chief reasons for the accidental election of the present officials, and Whereas; after one year's experiment experi-ment It has been conclusively demonstrated dem-onstrated that not only is It not an economical form of government, "out on tho contrary, Is decidedly high-priced high-priced and extravagant, and Increase Expense. Whereas; following as It did upon the heels of an administration which was concededly an expensive one, the commissioners have succeeded In tho course of twelve months only ln increasing in-creasing the exoendltures of tho citv government about S-IO.UOO. and Whereas; according to reports from the various departments, the chief result re-sult socms to have been to lncreaso the expenditures in nracticallv every department, while otficiencv appears , to correspondingly have fallen to a ' low ebb. and Whereas; our street department, for instance, shows that In all the time sinco tho first piece of street paving was laid in Salt Lake City, there never has been a winter when the business thoroughfares and residential resi-dential sections of this city were kept In such unsatisfactory condition, as during this administration, and Whereas; we almost shudder lo think of what migiit have' happened to this city when we recall tho water famine caused during the first cold spell of this' winter, bv tho almost criminally Inefficient manner In which tho water denanment was handled, and No Explanation. Whereaa; the moti who run tliis ,le-partment ,le-partment now corne out with 'the soothing announcement that if the cltlsenp shall he compelled to spend a snug fortune for wnter meters, our water department will then be decidedly de-cidedly Improved, but mke no explanation expla-nation as to What benefit metor would accomplish under a situation such as we had tills winter, nnd Whereas; It teems that the only Miggcstlorifl mado by the present olty offlclals is to Increase the hurdons upon tho taxpayora, causing them a maximum outlaj and a minimum rc-Bult rc-Bult and, Whcroac; in the legal department, expenses have been tremendously Increased In-creased notwithstanding which wj find no increase ln efficiency, although al-though the salaries of the employeoa In that department havo been materially ma-terially raised, and desplto the promise prom-ise made by the commissioners that, by giving high-sounding titles to the lawyera employed in that department and raising their salaries, tho necessity neces-sity for employing additional special counsel would bo obviated, yet we find that tiot only ha.s this Increase been made to the permanent force, but epoclal counsel have 'been engaged en-gaged nt fancy figures; nnd, Police Expensive.
