The bills have been prepared undor tho direction of Dr. T. B. Bcatty, aecrotary of tho board. A3 president of the Utah Humane society, Dr. Beatty -will also have a bill presented to create the position of state humane officer. Some of the proposed lawn aro those that have failed In tho legislature at previous pre-vious sessions and somo aro for tho purpose pur-pose of strengthening acts already on the statute books. Much attention has been paid to public health in the past few years and the board Is very sanguine over the prospects for favorable- notion. To Increase Board's Power. It Is proposed to amend the law In relation re-lation to tuberculosis by giving the health board general charge of tuberculosis sanitariums. Tho board has established regulations which tho managements of hospitals must enforce. The amendments are more specific than the existing laws as to the exact precautions that should bo taken against contagion and Infection. The board would make certain riulre-ments riulre-ments that are now only regulations of tho health authorities mandatory by law. It would have the legislature provldo a penalty for violating regulations regula-tions regarding the most approved methods meth-ods of disposing of sputum from a tubercular tuber-cular patient, for Instance. Four years ago the legislature passed a law prohibiting persons suffering with certain specified diseases to marry and making such a marriage null and void. Utah was the second stale in the Union to adopt tills measuro. the first being Indiana. It Is also against tho law for the feeble-minded, epileptics and first cousins to wed. The health board would strengthen this legislation. Rigid Affidavit. When application for a marriage license- is made tho applicant must make affidavit that tho marriage Is not prohibited pro-hibited by law. It is proposed to provide pro-vide a form for tho oath specifying each disqualification. The applicant must answer an-swer every (jnc3tlon as to facts wlilch mako him either eligible or ineligible according ac-cording to law. Hs must swear whether he 1b suffering with certain diseases or whether any of the prohibitory measures apply to him, each provision being- taken up separately and specifically. Anyone answering questions falsely will be prosecuted prose-cuted for perjury. Tho bill creating a tuberculosis sanitarium sani-tarium commission carries an appropriation appropria-tion of $1000 for the commission's expenses. ex-penses. The members are to serve without with-out compensation. They will investigate conditions with the view of determining the advisability of a sanitarium. Those who are able to pay for treatment are to ho charged a regular rate. The Indigent In-digent will bo cared for free. The commission, com-mission, consisting of three members, will bo appointed by the governor subject to the approval of tho senate. Spitting will bo prohibited in. all places frequented by the public such as railroad rail-road stations and cars, halls, buildings, theaters, churches, etc. Another bill ia proposed to prevent tho uso of common drinking cups on traiius in schools and other public places. It was Intended to have the bills presented pre-sented today, but the legislature has adjourned ad-journed until Monday. |
