That conservation con-servation of American water powor does not moan its reservation, but doea mean its protection against control by a "favored "fa-vored few," was the assertion of Senator Sena-tor Burton today in the conclusion of ' his speech in favor of the Connecticut river dam bill giving the government tho right to control and rcguialc; a powor plant at Windsor Mills, Conn. Senator Burton's speech, which was begun Wednesday, brought out again thn strong opposition that, exists in tho senate sen-ate to any legislation that gives the federal fed-eral government control over tne regulation regula-tion of water powet within the dllYcront states. The position of the opponents of the federal control policy, as tndlcalcd by Senator Burton, Is that the actual water power Is owned and may he controlled con-trolled onlv by the states. Senator Brandegoe of Connecticut said the measure now before the senate does not involve tho broad questions of conservation con-servation and Htatcs' rights which are being brought into the debate. He urged the senate to pase the' measure In order to enable work to be done by the Connecticut Con-necticut River company, leaving the general question of federal control to be settled later Final consideration of the bill with a view to a vote upon It begins February 11. |
