Show Permit granted for LDS Church By CHERIE HUBER A conditional use permit for the proposed LDS Church on Mutton Hollow Road was the main business on the agenda for the County Planning Commission's February meeting. THE CHURCH is planned for a three acre site with another two acre recreational area. The church building will be the first major impact on Mutton Hollow Road. When the plan was reviewed several months ago there were concerns about the Mutton Hollow Road storm drainage system. sys-tem. Mutton Hollow Road will also become a collector road in the future and will have to be 60 feet wide instead of the 50 feet it now is. Sidewalks and curb and gutter will also have to be added. THE COUNTY'S plan is to use a drainage pond on the south side of Bealing Road. An 18 inch pipe would be run from the west end of the church site on Mutton Hollow Road down Mutton Hollow Road to Bealing Road and then south to the drainage basin in Mutton Hollow. Estimated cost for installing 18 inch pipe is $85,000. The church was being asked to pick up 50 percent of that cost plus an impact fee of $3200, which is 60 percent of the total cost of drainage. The representatives from the church were concerned that the LDS Church was picking upan unusually large share of the cost of drainage. They asked that they receive some sort of payback as other developers come into the area. SID SMITH speaking for Flood Control said that 18 inch pipe was necessary because of the seasonal problems in drainage. He said he felt that it seemed fair and reasonable for the church to be paying 60 percent of the expense. The large paved parking lot will be a source of runoff as will the building. A motion was made to approve a conditional use permit with certain stipulations. A five foot wide strip across the front of the property is to be deeded to the county for a right of way for Mutton Hollow Road. I he developer will install curb, gutters and sidewalks. The developer will pay $42,200 to install drainage drain-age with the option of going back to the Flood Control Board for some kind of rebate. That motion was passed. IN OTHER Planning Commission matters an ordinance amendment was recommended to clarify section 4-6 to clarify the powers of the Board of Adjustment. The "and-or" wordage, Barry Burton told the board leaves room for interpretation which leaves the board powerless. The Board of Adjustment recommended that the "or's" be removed from the section. A motion was made and passed to recommend that the Commissioners Commis-sioners amend the ordinance. As a matter of information the Planning Commission was informed that Bountiful Power would be running new transmission transmis-sion lines across the mountains from East Canyon Dam and Echo Dam. They are proposing to use the same utilit y corridor that Mountain Fuel uses across the mountains. This will be a single pole design with many of the poles being placed by helicopter, ch |
