ACTUALLY, THE use tax law was passed in 1937, so it has been around for a long time. Since that time, Utah business firms have been more aware of the reporting requirements than have private citizens, and thus have been the largest payers ot the use tax. Due to the increasing number of citizens making purchases through mail orders, the State Tax Commission is now stepping up efforts to collect use tax. It is estimated that between $ 10 and $12 million dollars in Utah revenue was lost in 198S due to out-of-state purchases upon which no tax was paid. THE USE tax is the literal counterpart to the sales tax. Use tax is due on goods purchased out-of-state for use in Utah that did not include sales tax or that included sales tax at a lower rate than Utah's tax rate. For example, if a stereo was purchased from a mail order store in Massachusetts by a Utah resident, use tax is due based upon the price paid for the stereo. The use tax rate is the same rate as the sales tax and is computed in exactly the same fashion. The State Tax Commission alerts taxpayers to be careful not to pay more sales or use tax than needed. Some mail order firms will require sales or use tax to be paid before shipment. In these cases, a reduced use tax or no use tax at all will be reported in Utah on such purchases. UTAH IS ONE of many states working with national organizations organiza-tions to see federal legislation enacted to require all mail order firms to collect the use tax due. If this legislation paeses, then individuals would no longer have to be troubled by individual reporting and paying of the use tax. Beginning with the tax year 1985, the Tax Commission is providing a line on the Utah Individual Income Tax Return to report use tax on your purchases. Detailed instructions are included in this year's income tax booklet.
