Show Wi JM Ponders Bmimss StU ised to put up a bond tor the project if it goes through. Mr. Hardy is concerned about ab-out the apathy of the people concerning the waste disposal. They don't seem to understand that there is not enough land for more land-fill projects. IT IS also good to remember that the new'type of burn plant cenerates steam and electricity electric-ity to be sold, possibly to Hill Field. The burn system being introduced in-troduced to this area has been in use since 1979. This was in Europe. It has never belore been used in this part ot the world. Bonds will probably have to be used in the operations opera-tions since this is a commercial project. COUNCILMAN Dewell again reiieratd sandbags shoud?( ' subdivision t: , M;lyorSecristiu, tor someone u, he J"'y activities" - By ALICE M1TCHKLL Mr. Milligen and David Pig-got Pig-got attended the West Bountiful Bounti-ful City Council meeting to talk of matters concerning the enlarging en-larging of the I'ri-D complex - off 5th W. They are interested in having the road and property proper-ty dedicated to the city. COUNCILMAN Jay Dewell : said that he is not against the accepting of the road and the extra small piece of land, but . he is interested in seeing the maps showing the development develop-ment of I'ri-D at the very beginning. be-ginning. He has gone over the 'I'ri-D area several times lately, but has not been able to see what has to be done, because ol the snow and ice which continue con-tinue to remain. He and Councilman Allmar ' are interested in the condition of the sidewalks and curbs in the area. They aren't interested in-terested in accepting the road and property until they see in what state of repair it is at the - present time. MR. MILLKiAN and associates asso-ciates have been asked to bring the sewer to the development. They had to stand the cost of the project. After that it was possible to bring the sewer service ser-vice to Kellersburgers and their neat processing. Mi vlilligan said the land in qucstii n was provided with a ' rolled curb, because it was in a : com .:rcial zoning. TliE LAND in question is off 1st N. and 5th W. They have a piece of land 40 feet in size. There are 30 feet in the road, two feet for curb and gutter J and a small piece for use of v -.now removal. Matters must be decided in Tri-D. because there are other businesses interested in moving mov-ing in. SCOTT Justenson, son-in-law of Brandt Child approached the council to ask ' about the signing of the liens-for liens-for Section C, of Charnelle v Subdivision. He had attended the meeting of the planningand zoning committee and they had intimated that they felt the - PUD District should donate a park playing area for the children chil-dren of the area and others. As Mr. Justenson was talk- ing about the new subdivision. he was cautioned that it will be absolutely necessary that the subdivision have proper drainage drain-age plans. It was mentioned by Dan Mitchell of the Planning and Zoning Board that their body had specified that all buildings must be built on slabs, so that everything is 12 inches above the road. Mr. Justenson said he was aware of this regulation. He is desirious of doing things well as he builds the new subdivision. THERE WAS much discussion discus-sion about the proposed park area. It would cover the size of a lot. It was felt by the developers develop-ers that they could plant grass in the area. They would buy equipment to take care of it and furnish a sprinkling system. sys-tem. There was talk of installing install-ing some swings or other play equipment. Then the question arose as to how there could be perpetual perpe-tual care of the park. It was suggested that so much might be placed in trust for the equipment equip-ment of the park at the same time as there are lots put into trust to make sure that all improvements im-provements are finished in the subdivision. COUNCILMAN Sam All-man, All-man, who is in charge of parks and recreation was certain that something had to be done for the perpetual care of the small park. Councilman Dewell agreed that the city council would be in charge of the maintenance but that some money must be in trust when needed. MR. JUSTENSON agreed that possibly there should be $3,000 in trust for the improvements improve-ments and at least $1,000 for the upkeep of the park. Bud Ingles said the first thing to do is to deed the land in the park area to the city. Mayor Grant H. Secrist was empowered to sign the liens, along with the Recorder Lots 93. 68. 77, 78 are to be held in escrow until improvements are made. Attorney Stahle will be contacted regarding the entire en-tire matter of the park and the bonding of the subdivision. KEVIN Tutorow attended the meeting to register some complaints. He was informed that since he had not been listed on the agenda, he could. not be heard. Councilman Bud Ingles said he would like to go over to see the property which was in question for the aforementioned aforemen-tioned subdivision. THERE WAS some mention concerning the snow removal in the city. It is difficult to get it all done as fast as people would like and the heavy snows have been bad on the blades of the snow machine. Councilman Sam Allman said he had traveled to Salt Lake and back and had found that most of the streets (other than those in West Bountiful) were cleaned. Cul de sacs are most difficult to clean. Often they are left uncleaned for this reason and for the fact that they do not have enough space to get rid of the snow. COUNCILMAN Dewell asked for and received permission permis-sion to use $7,000 for sealing and $5,000 for holes to be patched in the roads. The winter win-ter snows and the ice have been hard on all roads. Councilman Von Hill indicated indi-cated that some work is being done to prepare for the possible possi-ble floodingof the spring. They are going to line and dredge the Pages Lane storm drain. PHILLIPS has granted an easement to help divert waters . from the Fackrell Subdivision. Study shows that the project on 5th South may cost more than the county is able to' pay. Too much money has been spent in other places. Bountiful Bounti-ful is working on their reten-'ion reten-'ion ponds. MAYOR Secrist wants professional pro-fessional assistance in digging the emergency ditch out of Fackrell. Councilman Allman said that the Sewer Board is very well organized. ERIC Eastman suggested to Councilman Allman that the city should go ahead with the computer they have. He will try to help them with new innovations in-novations from time to time. Councilman Irene Janes announced that her committee had been working on the project pro-ject of getting 700 sandbags for the city and citizens had offered to store them. SHE AND her staff are plug- ging along with the project of getting prepared. May 31st was the worst day last year. Councilman Bud Ingles said that Carr Printing came before the planning and zoning committee com-mittee to learn what their chances were to build in West Bountiful. THERE WAS some talk about ab-out the proposed trailer home park. It was decided that the city is not interested in annexing annex-ing the property, unless it w ere for the erection of a trailer home park. Councilman Sam Allman said there would have to be a public hearing before the land could be annexed. THERE WAS some discussion discus-sion concerning the dyking of the lake. Members of the Wasatch Front Regional Council and a representative from the Katy-Seghers Katy-Seghers Inc. were present to talk about the issue of establishing estab-lishing a burn plant in the area. Will Jefferies. Rich Hardy and Gilson were in the group. THE GUESTS present indicated indi-cated that now is the time for West Bountiful to make up its mind whether or not they would like to become a part of the garbage burn plant. It was noted that in 1979 that rubbish has been land filled by the people in the south part of Davis County. One of the rules not complied with had been that the garbage fill was to be covered every night. THE SPOKESMAN said that there are three things which are essential to a garbage gar-bage disposal project: the environmental en-vironmental rules, the cost and the risk to communities minimized. mini-mized. Tipping fees are very important impor-tant in any disposal project. This means the manner of delivering de-livering the garbage to the burn plant. There will be household waste, commercial waste and inflation waste. ACTUALLY the Public Service Ser-vice Commission is in charge of any such project. The Katy-Seghers Company Com-pany would run the plant and they would have no vested ing-erest. ing-erest. CLEARFIELD has prom- |
