Show Revolving Loan Group Formed By TOM BUSSELBEIG FARM1NGTON - Four mayors and a county commissioner will oversee the soon-to-be implemented revolving loan fund program. THEY'LL WORK closely with the county coun-ty planning staff providing supervision over reviewing and selecting applicants for the new program designed to give a boost to existing businesses while possibly helping others move into the area. County Com. Harry Gerlach Sr. was elected by the other mayors and council of government members last week, along with " mayors Lawrence Ury of Woods Cross, Boyd Thurgood of Syracuse. Bountiful's Dean Stahle and Layton Mayor Lewis G. Shields. ABOUT $400,000 in federal pass-through grant money is expected in the next several months to form the nucleus of what's hoped will become an ongoing program. For the first year, at least, the funds will have to be dispersed along strict federal guidelines but later could be used at county discretion. The mayors as a group will also be considering consid-ering how to disperse the other expected $450,000 in community block grant monies to various applicants from cities to the Housing Authority. That'll be distributed based on benefits to economically depressed depress-ed areas while hopefully generating new employment. THEY'LL MEET March 28 to hear five minute presentations outlining proposals and will then have to mark their ballots. Those will be counted by planning staff and ranked according to points with funds allocated allo-cated accordingly. Last year, Layton officials objected to the system used and took their case to a state review but lost out. They'd sought nearly- $400,000 for downtown rehabilitation, rehabilita-tion, their second attempt at such funds. IN OTHER business, the mayors heard that the county's narcotics enforcement program is still "strong" in the words of Sheriff Brant Johnson under Layton Police Chief LaMar Chard's direction, currently. "The staff is working on a daily basis and is successful as you can expect." Housing Authority Executive Director Rosemary Davis outlined the progress made by that agency in the past five years, noting great growth especially since 1981 when major building and renovation projects pro-jects were undertaken. -. -, ,( ' LAYTON'S OLD migrant housing was transformed, both inside and out, to the new Rosewood Villa and is operating smoothly, she said, while Bountiful's City Council made it possible for construction of the Meadows, now two facilities for the elderly. "We've added $6 million to the county's economy since 1978," Mrs. Davis indicated, indi-cated, through construction projects and the employment and other side-affects they've generated.
