Wester Users Seeli One Itflill Levy For Developmentf ' Commission Has Set Up One Half Mill For Water Purposes; Board Explains Area Potentialities A letter prepared by the Duchesne County Water Users Association requesting the commissioners to give consideration and approval to the levy of one mill for water development, was presented to the Duchesne County Commissioners at the regular July 3 meeting of the group at the Duchesne County Courthouse. This request was one presented pre-sented by Elwood B. Carter, president of the water users group. The letter outlined the use of money derived from this one mill, levy was to be used within the county on matters pertaining to water develop- fment, investigation, etc. The sug- gestion was included in the letter, also, that if any unexpended money remained in the water association as-sociation fund' at the end of the fiscial year that it be retained in that fund and not absorbed by the general fund. Sufficient Funds In reply to a question by commissioner com-missioner chairman Floyd Lamb, Mr. Carter said that the water users are now requesting the one mill levy instead of the one-half mill suggested last spring because at the present time indications are that the one-half mill levy for this purpose would not give sufficient suf-ficient funds to enable the water association to carry out a satisfactory satis-factory program. During the considerable discussion discus-sion by the group pertaining to how this moey would be used, it was pointed out that this money would be used to assist groups, individuals and municipalities on water investigation, the feasibility feasibi-lity of storage projects and any other maters pertaining to water conservation and development which would lead to an increase of tax revenue for the county. It was pointed out to the commissioners commis-sioners that further water development, develop-ment, storage projects, etc., is the key to the development of the county; and without water, our county is at a standstill; whereas, if we do have water and further development and conservation of this water, the potentialities for the development of Duchesne Co. appears to be unlimited. Cited Examples Examples were cited in Sanpete County where the farmers a few years ago were very desirous of having other people file on the water that was bothering them in their meadows, while today', since the water has been filed on, they cannot even build an overnight storage pond to conserve what water they need. The same sit- j uation is found in Summit County where the water lias been taken: from there down to the Echo project and now the people in that area are just realizing that they have no water for further development. No definate action was taken on the request for the levy of one mill. The commissioners were to take the matter into discussion for consideration. |
