Show Election Notice TO ALL QUALIFIED ELECTORS OF THE CITY OF ROOSEVELT, UTAH Take notice that on the 21st day of August, 1951, an election will be held in the City of Roosevelt, Utah, at the places set out in the following ordinances, or-dinances, and for the purpose of submitting to the qualified voters of said City, the question ques-tion set out in an ordinance .adopted by the City Council on July 9th, 1951, which Ordinance Or-dinance is as follows: Ordinance Number 1951-B AN ORDINANCE providing for the holding of a special election in the City of Roosevelt, Utah, for the purpose of submitting to the qualified electors thereof, 1 the question of adopting an initiative in-itiative ordinance providing for the acquisition of additional water wa-ter and watej: rights and for the ! construction of extensions and 1 improvements to the municipally owned water plant and system of said City and authorizing the issuance of $160,000 Water Revenue Rev-enue Bonds for the purpose of defraying the cost of the acquisition ac-quisition ctf such water rights and the construction of such improvements im-provements and extensions. WHEREAS, there has this day-been day-been presented to the City Council Coun-cil an initiative petition requesting request-ing that the Council either adopt the ordinance therein set out or submit such ordinance to the vote of the qualified electors of the City of Roosevelt City for adaption, said ordinance being entitled: Ordinance Number 1951-A AN ORDINANCE providing for additional water, water rights, and for the construction of extensions and improvements to the municipally owned Utility of the City of Roosevelt, consisting con-sisting of a water plant and system; sys-tem; athorizing and providing for the issuance of $160,000 Water Wa-ter Revenue Bonds of said City for the purpose of defraying the cost of the acquisition of such water rights and extensions and Improvements; prescribing the form and other details of said bonds; confirming the sale thereof; there-of; providing for the collection and disposition of the revenues of said utility; making other provisions pro-visions with respect to the operation op-eration of said utility and the issuance of said bonds, and providing pro-viding for the payment of said bonds. AND WHEREAS it has been ascertained by the City Council Coun-cil that at the last preceding preced-ing election for Governor held in the City of Roosevelt, there were cast for all candidates, a total of 740 votes, and it has been determined by the City Council that the initiative petition peti-tion for the above entitled ordinance or-dinance is signed by 149 legal voters qualified to sign said petition, pe-tition, and that said petition contains the number of quali- fied signers required by Chapter Chap-ter 10 of Title 25 of the Utah Code Annotated. 1943; and I WHEREAS, said initiative petition pe-tition has been in all other respects re-spects carefully examined and has been found by the City Council to be full and complete, and to comply in all respects with the requirements of said Chapter 10; and WHEREAS, the ordinance set out in said petition has been adopted by the City Council, subject to approval of the qualified qual-ified electors of the City of Roosevelt, Utah, and it is desired de-sired to call a special election at which the question of the adoption of said ordinance may be referred to the electors of the City of Roosevelt qualified I to vote thereon; NOW THEREFORE, Be it and it is hereby ordained by the City Council of the City of Roosevelt, Roos-evelt, Duchesne County, Utah, as follows: Section 1. That there shall be held in said City on Tuesday, the 21st day of August, 1951. between be-tween the hours of 7 a. m. and! 8 p. m. a special election at which there shall be submitted to the legal voters of said City, the question of the approval of the ordinance described in the preamble hereto. Section 2. That all electors of the City of Roosevelt qualified to vote on said proposition under un-der the provisions of the Constitution Consti-tution of Utah and Title 25 of the Utah Code Annotated. 1943. shall be permitted to vote at said election. Section 3. There are within Roosevelt City, two precincts for election purposes and registration, registra-tion, and that the voting place for each precinct and the election elec-tion officials thereof to serve at the election shall be as fol lows: DISTRICT NO. 1 Voting Place: Roosevelt City Office; Election Officials: John Baum-gaertel, Baum-gaertel, Ruby Allred, Mrs. Tom Halen, Abe Lidell (alternate). DISTRICT NO. 2 Voting Place: Grant Killian residence; Election Officials: Alta Hurley Cora Johnstun, Ellen Rawlings, Reva Owen, (alternate). Section 4. That each registration registra-tion agent for hig election district dis-trict shall, between the hours of eight o'clock a. m. and nine O'clock p. m. on the first and third Tuesdays immediately preceding pre-ceding said election, receive and register the names of all persons applying for registration who are legally qualified and entitled enti-tled to vote at such election, or who will legally have acquired a residence (being otherwise qualified) and who will have a right to vote at said election according ac-cording to the provisions of the law under which said election is to be held, and said registration agent shall give the notice of registration required by the general gen-eral election laws, including Section Sec-tion 25-2-10 of the Utah Code, Annotated, 1943. Section 5. The ballot title appearing in said ballot has been provided by the City Attorney and approved approv-ed by the City Council. Section 8. That the City Recorder Re-corder is instructed and directed to prepare the publicity pamphlet pam-phlet required by Section 18 and 23 of Chapter 10, title 25, Utah Cdde, Annotated, 1943. to incor- porate therein the arguments for and against the measure filed with him, in accordance with the provisions of said Section 23, and to distribute said pamphlet to every voter of the City of Roosevelt, either by mail or carrier, car-rier, not less than eight (8) days prior to the date herein fixed for the election, at which said proposition is to be voted upon. Section 9. That immediately after its adoption, this ordinance ordin-ance shall be signed by the mayor may-or and City Recorder, shall be recorded in a book kept for that purpose, and shall be published pub-lished according to law. and shall take immediate effect, the preservation of the peace, health and safety of the City of Roosevelt Roose-velt City so requiring. HACKING City Recorder "All qualified electors of the City of Roosevelt City who had paid a property tax in the year preceding the date of said election elec-tion are required also to take nptice that - a speeiai election will be held in said city on the aforesaid date at the aforesaid polling places and between the aforesaiJ hours, at which election elec-tion there shall be submitted to the qualified electors of said City, who have paid a property tax in the year preceding said election, the following proposition: propo-sition: "Shall the City Council of the City of Roosevelt, Utah, be authorized au-thorized to issue the bonds of said City in the amount of $160,000 for the purpose of defraying de-fraying the cost of the acquisition acquisi-tion of additional water and water wa-ter rights and for the construction construc-tion of extensions and improvements improve-ments to the municipally owned water plant and system of said city, said bonds to bear interest at 67c to June 1st, 1956, and at 3 thereafter and to mature serially on June 1st of each of the years 1954 to 1976, both inclusive, in-clusive, and to be paid solely as to both principal and interest from the revenues to be derived from the operation of said water wa-ter system and under no circumstances circum-stances to be a general obliga tion to the city or payable from ad valorem taxes, all as provided pro-vided in the initiative ordinance adopted by said City Council on July 9th, 1951, subject to approval by the electors, entitled enti-tled "An ORDINANCE providing for additional water, water rights and for the construction of extensions and improvements to the municipally owned utility util-ity of the City of Roosevelt, consisting of a water plant and system; authorizing and providing provid-ing for the Issuance of $160,000 Water Revenue Bonds of said City for the purpose of defraying defray-ing the cost of the acquisition of such water rights and extensions ex-tensions and improvements; prescribing pre-scribing the form and other details de-tails of said bonds; confirming the sale thereof; providing 'or the 'collection and disposition of the revenues of said utility; making other provisions with respect re-spect to the operation of aaid utility and the issuance of said bonds, and providing for the payment of said bonds."
