Show P.G. City Council Holds Lengthy Session Last Tuesday Evening After reviewing the agenda of the meeting Tuesday evening, which showed appointments scheduled until 10:30 p.m. the city council members expected the regular meeting to be lengthy but were surprised to note the time of 1 :30 a.m. when Ihe motion to adjourn the meeting was approved. Mayor Ila'ynie conducted the meeting with all members present except Councilman Ford West, who was excused because of work. Cont Jones, Gail Christiansen and Robert Williams, candidates for city councilman, were present at (he meeting to observe the proceedings. A group of ladies were also present to observe Ihe meeting. Lee Wimmer, city consulting engineer, was present at the meeting to discuss various matters of city business. He discussed the problem of infiltration in-filtration in the sewer collection system and reported on the analysis which his firm is preparing. He stated that this is an important point because of the cost of treating water at the treatment plant. If this infiltration can be stopped it will reduce the expenses ex-penses of the treatment plant. Mr. Wimmer discussed the possible alternatives for waste water treatment in north end of the county. He reported that it now appears that regionalization will be the most cost effective and will be accepted. ac-cepted. This would mean the cities in the area cooperating in the construction of one plant. More information on the various alternatives will be discussed at the next Timpanogos Tim-panogos Planning Agency . meeting which will be held Wednesday evening. Concerning the draft report of the water study, Mr. Wimmer Wim-mer asked the council if there w ere any further comments to be made and if not, if the report could be finalized. The council felt that report was ready for final draft. the motion. It was reported that the preliminary plat of Tomlinsori Acres Subdivision had been approved by the planning commission. The council voted to accept this preliminary plan. Relative to the proposed expansion ex-pansion of the mobile home subdivision Councilman Bezzant reported that final ! plans will probably be j presented at the next council meeting. Relative to a request for a zone change on property located on South State Street it was reported that the planning commission recommends that this go through a public hearing so that the local citizens can provide input into this decision. The majority of the council members felt that this property should not be rezoned but felt that if the developers wish to go ahead with the public hearing that they would be interested in the citizen's response. Coun- , cilman Bezzant will work with i the people involved. Councilman Bezzant presented a report which j showed that Pleasant Grove issued the fourth highest number of building permits this Concerning the need for water from (he Central Utah Waler Conservancy District, Mr. Wimmer presented a statement for the council's consideration. This council approved sending this statement to the district which indicated that the city has sufficient water to meet the demands for many years in the fu lure. Mr. Wimmer did recommend that action be taken soon to drill the required wells so that these water rights can be maintained. The council reported that a site for the new well is presently being purchased. pur-chased. Councilman Mark Bezzant discussed the possible relocation of the canal bridge on 100 North. He presented three alternatives to the present location which he felt would provide for better traffic flow. The council reviewed these alternatives and passed a motion to retain the present local ion and bridge. Councilman Coun-cilman Bezant voted nay on year in the county. He stated that the number of permits so far this year exceeds the total of last year and sets a new high for the city. j A representative from Ditch Witch Company was present at ! the meeting to explain the i advantages of this type of equipment to the council members and asked that he might some time in the future be given an opportunity to demonstrate this type of trencher. Councilman John Huntsman reported that the curb, gutter and sidewalk projects are nearing completion. Finishing touches are being placed on many projects and Locust Avenue will be completed soon. Relative to the roughness of the road on Locust Avenue south of the Armory, and at Orchard Drive, Councilman Frank Mills reported that an improvement in this area will soon be made as soon as the curb and gutter is nearly (Continued on page 8 City Fathers have Long Meeting on Tuesday Evening (Continued from page l completed. Roger Dudley of Dudley Engineering Co. presented a final plat of the Blackhawk Estates Plat C for review. This plan needs to go to the planning commission but he asked the council to review the plat and make any recommendations at i this time. Councilman Mills indicated that he would like to ; review the road locations on I site and a time was set to do 1 this. Bert Taylor, owner of 1 property at the Timp Heights j j Subdivision, met with the i council to request further I review by the council of his j request for two duplex units to be constructed on the remaining two vacant lots in the subdivision. He indicated that this type of dwelling is a i natural lor the area and fits J into the development better ! than single dwellings on the lots. The previous problems in this area were discussed and Mr. Taylor indicated that he j has and is eliminating these problems by better control of ; the area. The council voted to allow Mr. Taylor to build a duplex on each of the two remaining lots in the subdivision. Councilman Mills voted nay on the motion. Richard Clark, owner of a home at 301 North 200 East reported to the council that he had appeared before the Board of Adjustments requesting a variance to the city front yard requirement which he needs to be able to build a garage on his house. He has told at the meeting that on this street, the city has agreed to reduce the width of the road to a 56 ft. road and deed the surplus property to the abutting property owners. He asked the council to carry out this plan so that he then would have sufficient front yard to build his garage. The council authorized the quit claim deeds to be prepared and given to the property owners. Allen Christofferson, representing the Community Youth Council, presented information in-formation about this council and how they help to work with juvenile problems. The council voted to further study this plan and decide at the next meeting about participation. Mayor Haynie read a resolution expressing support by the city for Horrocks and Associates, engineering firm, performing the construction engineering on the 500 North Street Improvement. The council approved adopting this resolution. Mayor Haynie and the council members expressed appreciation to the high school for the complimentary activity cards and asked Councilman Bezzant to convey their thanks. A report of the activities of the senior citizens for the year was read and approved. The creation of the position of account clerk was discussed by the council. It was agreed to provide for this position in the office staff. The position of the city council relative to support of the Mountainlands Association of Governments was discussed. The amount of the proposed budget and the usefulness of the organization to the city was reviewed. The council members mem-bers generally felt that the expense to the city to support the organization exceeded the benefits received and that serious consideration be given before additional financial support is given. The Council discussed the possibility of allowing city employees to reside outside the city limits of Pleasant Grove. A vote on the matter was taken and Councilman Neil Fugal and Huntsman voted in favor of the present policy requiring residency in the city. Councilman Coun-cilman Bezzant and Mills voted in allowing residency outside of the city. Being a tie, the Mayor voted to maintain the present policy. II was pointed out that present policy docs provide for a period of time for the employee em-ployee to move into town if he does not reside in the city when employment begins. A list of possible candidates to serve as judges of election for the upcoming municipal election was reviewed by the council. The council voted to appoint the various individuals lo serve as judges for the election and discussed possible voling locations. Councilman Bezzant reported that Robert & Boyd Holdaway had requested annexation an-nexation of their property, which is located north of 1100 North, between 250 West and 40(1 West into the city. The planning commission had recommended annexation of a parcel of this property. The council voted to have the necessary ordinance drawn up and be prepared for the next meet ing. |
