Show be appointed a member of the permanent perma-nent court of arbitration at The 1 1 Ague, to succeed the late Chief Justice Jus-tice of the Supreme Court Melville W. Puller. President Taft. it is reported, has the name of Senator Root under consideration con-sideration for this appointment, which however, will not be made until after congress reconvenes next December.
