Recder, city attorney, announced an-nounced today that the proposed ordinance ordi-nance regulating the interior construction con-struction of the cafes and restaurants is practically complete and will bo submitted to the city commissioners at early session next week. "This matter should recelvo immediate imme-diate attention," said Mayor T. Samuel Browning. "It is my opinion that the terms shouxd bo sufficiently drastic to place the cafes and restaurants under such regulation as to prevent the closed booths and other secluded nooks. If there is opposition, the question had as well go to the courts at once In order to ascertain the exact powers of the city in an attempt to regulate these places." It is believed the ordinance which City Attorney Reeder is preparing will follow tho recommendations of the association as-sociation of restaurant and cafo men ' who went on record as opposed to loo booths, secluded nooks and screened compartments. The opposition, It is understood, will como almost exclusively exclu-sively from tho Chinese and Japancso proprietors, who arguo that booths arc a necessary adjunct to lie prosperity pros-perity of their business and that to eliminate tnese features will be equivalent equiv-alent to confiscation. Tho ordlnance'is the result of the city commissioners' determination to reduce juvenilo delinquency. It is stated that the screened compartments and booths offer a convenient and attractive at-tractive place for tho youths boys " and girls--to pair off and indulge in L conversational exchangos that develop l into more serious moral offenses. 1 It was stated at the commissioners ' meeting this morning that the city nas L no cabaret accessories, but that a I cabaret is productlvo of less harm than tho screened booths in that the 5 1 element of privacy and seclusion does not exist in tho former as in the It also was stated today that no restaurant res-taurant or cafe In tho city is using curtained booths. This fac-, it is thought, may permit of agreement between be-tween tho city authorities and tho objecting ob-jecting cafo mon and an ordinance acceptable ac-ceptable to all partios passed without prospect o court procedure. oo NEW YORK, Feb. 13.
