Show Burgomaster Max of Brussels Says America Saved Belgium. BRUSSELS, Belgium, Dec. 7. Herbert Her-bert C. Hoover, American food administrator admin-istrator and former head of the committee com-mittee for relief In Belgium, was the guest of honor tonight at a reception In tho city hall. Burgomaster Max, in a speech welcoming Mr. Hoovor to Brussels, of which city he was recently recent-ly elected a citizen, said in part: "In greoting tho friend of the Bel-" glan 'nation, I am interpreting tho feel-' Ings of eight million human beings saved from famine, exhaustion and death.
