Heyd-ler, Heyd-ler, acting president of the National Baseball league, today notified Charles Wceghman, president of the Chicago club, that Manager Fred Mitchell was not eligible to represent the Chicago club at the coming meeting of the leaguo in this city next week. President Presi-dent Weeghman had previously reported re-ported to Heydlcr that ho would be unablo to attend the annual meeting arid that ho had nominated Mitchell nnd William H. Veach to act for the Chicago club. Tho consUtutlon of the league provides pro-vides that each club shall be entitled to two representatives. They cannot, however, be under contract to tho club in the capacity of manager or player. oo
