Show RESULTS OF ELECTIONS LONDON. Dec. 15. A dispatch from Petrograd Bolshevikl sources claim that the results of the elections to the constituent assembly in the Fifth and Twelfth armies and in the army in Finland give Bolsheviki an overwhelming overwhelm-ing majority. The ne"xt strongest voto. it is asserted, was cast in favor of the Revolutionary Socialists. Leon Trotzky, the Bolsheviki foreign for-eign minister, in a speech delivered In Petrograd today .reviewing tho work of the administration, said it was impossible im-possible to reform the social construction construc-tion of Russia in a month. "But we already have introduced a measure giving land to the peasants," Trotzky declared, "and preparing them for controlling the expansion of produce. pro-duce. We have -taken steps towards peace on a democratic and general basis. "The services of American engineers have been offered for us for tho reorganization reor-ganization of the railways and motor dories have been tendered us for the transportation of food. "The ' German pourparlers t opened peace negotiations with us because the people of Germany forced them to do so." Trotzky Makes Addness Trotzky then referred to 'the movement move-ment of Generals Kaledlnes and Dut -off and stated steps had been taken to crush it., "The officers who worked for the czar," Trotzky added, "are unwilling to work with the people. But we will show them that he who will not work will not eat." Trotzky concluded his address as follows: "Strength and power cannot come in a single month It Is formed from bo-low bo-low by a continuous and implacable struggle." According to one version of Germany's Ger-many's separate peace terms reaching Petrograd from Stockholm Russia must forever abandon her influence in the Balkans, while Germany shall have tho right to export manufactures into Russia for fifteen years without customs' cus-toms' duly. Germany and Austria have made concessional rights to Russia bo-ginning bo-ginning from the day of the signing of a peace treaty and running for forty for-ty years |
