Tho government govern-ment of Cuba, on September 11, through Carlos Espedes, tho Cuban minister at Washington, olfered the United States government a contingent contin-gent of Cuban troops for service on the battlefield against the Central powers. This was made known last night when a reply to the communication signed by Secretary Lansing, secretary of state, was made public. Secretary Lansing expressed the deep appreciation and gratification of the American government for patriotic patrio-tic proffer of the Cuban government. He explained that owing to the fact that the plan for supplying the constantly con-stantly increasing American armies and those of the allies who have been on the battle front would consume the output of American factories for some j time to come, advantage could not be i taken of tho offer at this time. I Secretary Lansing asked that the Cuban army for some time continue : to render valuable service in the guarding of the coast of the island l until such time as a change In conditions condi-tions may make possible fulfillment o his country's desire to send soldiers to the firing line. f nn |
