Article 13 of the Constitution of ths State of Utah so that tho samo will read as IpH follows: H Section 4. All machintry seed in minlnc and nil property or surfato Improvements upon or appurtenant to minas H or mining claims, and tho value.of any surface uso mado of mining claims, or mlninr property fer other than mlninr purposes, shall bs assessed at foil value. The state board ei equalization shall assess and tax all property H herein enumerated, provided that the assess' ment of $5.00 per acre and the assessment of IH tho value of an7 use other than for mlninjf H purposes shall be made ss provided by law. Section 2. The Secretary of Stato Is hereby directed to submit this proposed amendment to the electors of the State at the next aen. eral election In the manner prescribed by law. IH Section 3.
