A resolution Instructing the rules committee to report a rule making mak-ing in order proposed government manufacture amendments to all preparedness pre-paredness bills was unanimously adopted. Heretofore the national defense measures have not been subject to amendment and government manufacture manufac-ture forces, fearing tholr bills would die in committee, sought a new method meth-od of getting their plan to a vote in tho house. Chairman Padgett of tho naval committee assured the caucus that his committee would take a vote next Tuesday on the armor plate factory bill, already passed by tho senate. Speaker Clark made a speech In favor of government manufacture, "to such an extent aB to regulnto prices." His remarks wero received with applause. ap-plause. Chairman Hay of the military mili-tary committee opposed tho plan. Tho resolution, whloh was offered. by Representative Garner of Texas, follows: "Resolved, That it is the sense of this caucus that tho rules commltteo should report a rule making In order ' amendments to the navy, army, fortl- ' flcatlons and sundry civil bills having hav-ing for their purpose provisions providing pro-viding for the government's manufacturing manufac-turing arms and ammunition." About 120 members, a bare majority major-ity of the Democratic membership, were present. |
