Show SEC. DANIELS BEFORE HOUSE Gives Details to Naval Committee Com-mittee on Strength, Loss in Men and Difficulties in Recruiting. Washington, March 30. Secretary DanlelB' views regarding the navy's part in tho national preparedness plans wero given today before the house naval committee Socrotary Daniels began his statement state-ment to the committee with a discussion discus-sion of personnel. The annual loss from terminating loss was 1387 men ho said and wastage from other causes caus-es was 8250. To add a single man to the full quota, he added, meant that the 8250 must first bo restored by new onlistments. Requirements are so rigid that onlj- one in six applicants ap-plicants la accepted. Conflicting Views Entertained. Conflicting views as to the proper enlisted strength, he said, were based on different, ideas as to how many ) Bhips ,. should be kept in reserve and how many men should constitute reserve re-serve crews. His own recommendations, recommenda-tions, based on his own experience of the department and advice of many officers, looked to a total enlisted strength of 67,952 men. "In time of peace," he said, "I do not believe we can add 20,000 men to the navy In one year as has been suggested. We now have difficulty In keeping the present quota full because be-cause of high wages ashore." Men of Right Type Needed. The problem, Secrotary Daniels said, was to enlist men of the right type. "The navy today" he said, "is a great machine shop. I believe the day will come when we will not accept ac-cept any man who has not had some experience as a chauffeur, or machinist machin-ist or in other vocational callings." The secretary defended the educational educa-tional features developed during his administration which he contended were bringing in men of the highest type. 1 How to Bullid Navy. "You can never have an efficient - navy" he said, "if you build a bulk-t bulk-t head so high that young men who enter en-ter at the bottom cannot rise to the i top.
