Millerand, the presidents of the senate sen-ate and the chamber of deputies ami the members oi the general staff I In making the presentation Presi-j di nt Poincare said the simple medal, which was the emblem of the highest military virtues and which was worn v.'ith equal pride by illustrious generals gen-erals aud humble soidiers, waa a Mark of the nation's gratitude to its i onunander in chief. M. Poincare added that he associated with him iu his sincere congratulations General Gen-eral Joflre's devoted collaborators of the general s'aff and the magnifi-Ci magnifi-Ci ut armies of France. "The horrors of this sanguinar war.' M. Poincare continued, "will not dampen the enthusiasm of the l oops. The grievous losses suffered by the nation will not disturb Its constancy con-stancy nor shake its will. France exhausted ex-hausted all means to spare humanity this nnprecendented catastrophe. The Medaille Militaire was established estab-lished in 1852 for non-commissioned cl fleers and men of the army and navy An exception was made in the case of a general or an admiral for valorous work after such officers already al-ready have attained the highest rank in the Degion of Honor. It Is therefore there-fore considered the greatest honor that can be conferred on a general or an admiral. |
