Disputed points In tlie awards made recently by the federal arbitration board which decided on the complaints of the S5.000 trainmen and conductors against tho eastern railroads, were definitely settled by law today. Tho ruling filed today becomes under the Newlands act part of the document of the awards. Tho principal complaint of the men related to article P of the original origi-nal awards. This provides that the earnings of the men shall not be diminished by the awards in case the rates of pay wore higher before the arbitration proceedings wero begun. be-gun. Under the ruling filed today it appears that tho question is ono which must bo decided by both sides without arbitrary intercession by the federal board. Nearly all the men's complaints and reference to points in which the interpretations are so technical that while the federal board T-as desirous of summarizing its labors it was un-ablo un-ablo to do so. In several instance the representatives of the men disagreed disa-greed with the other four members but under the Newlands act they were obliged to abide by the majority major-ity ruling. |
