Count Hattcri, a membor of the opposition, today In tho Jnpaneso house of representatives, condemned' Senator Dillingham's bill amending the immigration laws of tho United States ns an insufferable insult in-sult to Japan. Tho Japanese government's willingness will-ingness to participate In tho Panama exposition, he said, was contradictory to Japan's honor and interest. No reply was made from tho government gov-ernment side. One of the members of the cabinet promised that a written responso would bo given later. Senator Dillingham's bill provides for the exclusion of laborers and ac-tisans ac-tisans of races ineligible for American Ameri-can naturalization. It was understood that this meant both Japanese- and Chlnose and loter, on tho suggestion of Senator Lodge, tho clause was amended so that the Japanese would not bo offended |
