Following the cabinet session Secretary Knox nnd his aides continued the discussion of phraseology, phrase-ology, but tonight the president told callers that no draft had been accepted accept-ed as final and It might be weeks before be-fore tho treaty could bo submitted lor ratification. The treaty will bo general In character char-acter It will provide according to the present idea that whon disputes arise between the United States and Great Britain, they may be submitted to an arbitral court for settlement lu the opinion of tho president and his advisers, It Is porfectly natural that the senate here, or parliament, or the British foreign office, should bo concerned in arranging the details for the settlement of each dispute. So far no agreement has been reached among the framers of the treaty here as to how the proposed arbitral court shall be constituted. One proposal Is that the questions at Issue bo submitted as they arise to The Haguo tribunal Another Is that as each question comes up a court be constituted by the agreement of both governments to settle the question alone. |
