"I don't think we can do the sanitation job necessary in the county without the Special Service District. ..I think that D & () is doing an efficient job but that doesn't mean we can't consider making changes in the future," said Commission chairman Grant Seaman. Partridge said that the computors would probably not reduce the present number of county employees who work, but would limit the number of new workers and special season part time help. Partridge said that representatives from his firm would spend several days with county employees to help them learn to operate the computer. He also said that the first year would be difficult because of the programming involved. He estimated lhat it would take one person 18 months to program all of the county's business on the .computer. He suggested that if the county decides to lease the system that they order it by next fall lor 1980. "The majority of the people in the Special Service District would rather contract with D & O Sanitation individually-I don't think Ihe county should be involved in the garbage business. ..most people like the service but they don't agree with thcspecial service district." said Iron County Commissioner James Clark in discussing a now county contract with D & O Sanitation last Wed. at the commission meeting. The contract discussed would be for the last six months of 1979. D & O would only be paid for services for those residents who are paying the county their fees. In the past they have received payment for all residents in the district whether the,; county was being paid or not. Payment for the next three months "-would "-would reflect the average number of ' residents paying in April, May and June. D & 0 presently receives $1500 a month foroperating the Smith landfill. This payment would continue since it is contracted through Dec. 31. In agreeing on the D & O Contract for the first six months of 1979, the county had encouraged Sherman Dalton, owner of D & O to survey customers with his new door to door pickup system and take over the billing. Dalton said that this had been impossible since the county had not provided a survey list. "The only way that this service can stay in and work is with the county billing with residents. If you can't agree with the contract, we'll discontinue service on the first of July," said Dalton. The possibility of taking residents of the district to small claims court was cited by Coutny Attorney James Shumate as an action which the county could take to make residents |
