Show AS ORDINANCE AN ORDINANCE AMENDINO CHAPTER IS OP THE REVISED ORDINANCES OR-DINANCES OP CEDAR CITY, UTAH, RELATING TO BUILDING REGULATIONS. Be It ordained by the City Council of Cedar City. Utah: Section 1. That Section 210 of Chapter 18 of the Revised Ordinances of Cedar City, Utah be and the tame Is hereby amended to read as follows: SECTION 310. AREA INCLUDED IN FIRE ZONE. The following described area situated In Cedar City Is hereby designated design-ated and established as the. fire tone of Cedar City, to-wlt: The West half of Block: 24; the East half of Blook 25; all of Blocks Ifl. J7, 44 and the East half of Kock 45 of Plat B, Cedar City Town Survey, Sur-vey, according to the official plat of said survey filed in the office of the County Recorder of Iron County, Utah. Section 2. That Section 211 of Chapter 18 of the Revised Ordinances of Cedar City, Utah be and the same is hereby amended to read as follows: SECTION 211. UNLAWFUL TO ERECT WOODEN BUILDINO, ETC., WITHIN. It shall be unlawful to erect or construct any building or proceed with the erection or construction of any building or structure, or add to. enlarge, alter, repair, move, extend or demolish any building or structure, or cause the same to be done, Including fences, within the Fire Zone ol Cedar City which Fire Zone has heretofore been described, any outside walls of which structure or building are, in whole or in part, constructed construct-ed of wood. Only Door frames of doors and doors opening on a Mali: thoroughfare may be of wood. All rear and basement doors made of wood shall be covered with No. 26 guage Iron. All window frames and aashee shall be constructed of metal which shall not be fastened together to-gether at any point with any type of fusible metal, such as solder, and any glass in windows not opening on a thoroughfare which does not exceed 25 feet In width shall be glazed with wire glass not less than K inch in thickness and no one light shall exceed 720 square inches in area. Glass shall be securely fastened without the aid of putty so it will not fall out by" gravity. Section 8. That there are added to title 18 twenty-one new sections to be known is Sections 211a, 211b, 211c, 211d. 211e, 211f, 211g. 211h, 2111. 211J, 211k, 2111. 211m, 211n. 211o, 211p, 211q, 211r, 211s, 211t, 211u; which said new sections shall read as follows: SECTION 211a: There shall be no openings In any part or division wall between buildings, In the fire cone unless said opening shall at the expense oi the owner or user, be fitted with steel shutters held open only by a fusible fus-ible link of 220 degrees rating, and so arranged that said shutter will close by gravity on melting of fusible link. SECTION 211b: In any bulldlrg In the firs cone, containing more than one storeroom, store-room, oo wood shall extend from one room to the next of different occupancy. oc-cupancy. Each storeroom shall be constructed practically as a separate building. ' SECTION 2Uc: All partition walls between storerooms of different occupancy in any building In the fire cone shall be of noncombustlble material substantially substantial-ly supported by unplerced foundation walls except for plumbing and heating pipes and said partition walls in any building containing more than one storeroom shall continue to the roof. SECTION 21ld: All ceilings in any building in the fire cone, except garages or other buildings of that type where the celling is also the roof, shall be lathed with expended metal lath and covered with cement or gypsum plaster no less than H Inch In thickness. Any minor partition within a storeroom store-room may be constructed of wood studding covered with metal lath and cement or gypsum plaster not less than Inch in thickness. Fire stops shall be placed at the bottom and top of such partitions and also between be-tween the studding so that there shall be no space longer than 7 feet SECTION 211e: It shall be unlawful to use any wooden stairways In any building within the fire cone, and any stairs hereafter constructed within ths fire cone shall be of noncombustlble material and supported by non-combustible non-combustible supports. SECTION 211f : Petroleum storage except in underground tank to a depth of 4 feet below the surface of the ground, paint storage plants, dry cleaning plants, paint shops and spray painting rooms and shops, planing mills, box factories, woodworking shops, mattress factories, or storage of highly Inflammable or explosive materials and liquids having a flash point below be-low 190 degrees Fahrenheit as determined by the closed rjf tester shall be unlawful within the fire cone of Cedar City, Utah. SECTION 211g: In the fire cone wood floor and ceiling joints may be used If of proper size to support load and stopped off in space not to exceed seven feet in length with timber of the same size and kind, sufficiently spiked so as to effectually stop any draft after completion of floor above and celling below. Celling Joist not supporting a floor need not be fire stopped. No floor Joist shall be placed closer than 24 inches from the ground. SECTION 21Ih: ; The following table constitutes the maximum allowance span in feet and inches for floor Joists on buildings in Cedar City. No building shall be constructed which shall contain a span greater than the allowable span specified In this table under the conditions designated. de-signated. SECTION 211J: The roof of any and all buildings in the fire cone hereinafter erected or newly roofed within said fire cone shall be covered with metal or 'fire resistive material and each building shall be separated from all others by a party wall of brick,-masonary, reinforced concrete, or other noncombustlble material not less than 9 inches thick from front to rear, for the top story, and if constructed of brick said wall shall be one 'brick thicker for each decendlng story, except that a 9 inch brick wall shall not exceed 12 feet In height. Said party wall shall extend to no less than 2 feet above the roof, so as to separate any communication of wood between said building and any other building. No wall shall be pierced or chased for ducts of any description which shall lessen the fire resistance of said wall. It shall be unlawful for acy person, firm or corporation cor-poration to erect or cause to be erected within the said fire cone any tent, wooden fence, or any other structure, the walls or body of which consist in whole or In part of wood or other combustible materials except however, that temporary booths consisting In whole or in part of combustible com-bustible material, may be erected within the said fire limits with the written consent of the Mayor and City Council. SECTION 211k: Both Inside and outside of the fire cone except when erected upon solid rock, foundation walls shall be carried not less than 36 inches below be-low the finished grade and shall rest on solid ground or solid rock. Provided that this section shall not apply to private garages and other small buildings not to be used for habitation. The outside face of stone, brick or concrete block, foundation wal'J be'.ow grade where the portion below grade is to be occupied for living quarters shall be water proofed and where the walla below grade are of block, brick or stone said blocks, bricks, or stones shall be lain In cement mortar. ' i ''l 'WWM On all buildings erected either within or without the fire cone a l mud sills shall be held down by Inch bolts Imbedded In not less than 5 inches in the wall of said building and not over 6 feet apart. Floor Joists shall not be constructed closer than 18 inches to the surface sur-face of the soil beneath and In all buildings space shall be provided with sufficient ventilation to keep the same dry. SECTION 2111: In the construction of any building either inside or outside of the fire zone cross bridging of first floor or celling Joist under second story shall be placed between Joists if the span of the Joists is greater than 8 feet. Celling Joists in single story buildings shall be tied together with a 1 x 6 strip on top. Two by four studding shall not exceed 12 feet In height. Two by six studding shall not exceed 20 feet in height. Angles at corners shall be framed solid so that no lath may extend from room to room. Fire stopping shall be provided to cut up all concealed draft openings both vertical and horizontal and form an effective barrier between be-tween stories, and between top story and roof space and shall be used in specific locations as follows: 1. In exterior or interior stud walls at celling and floor levels. 2. In all stud walls and partitions including furred spaces so spaced that the maximum dimensions of any concealed space Is not over seven feet. 3. In furred masonry walls. Between stair stringers at least once in the middle portion of eaci run, at top and bottoms and between studs, along in line with the run of stair, adjoining each partition. 5. Around top, bottom, sides and ends of sliding door pockets. 6. Space between chimneys and wood framing, shall be filled In solidly with mortar, loose cinders 'and other Incombustible material placed plac-ed In Incombustible supports. 7. Any other locations not specifically mentioned above, such as holes for pipes, shafting, etc. which can afford a passage for flames. All fire stops shall be of 2 Inch nominal material and of full width of studding or support SECTION 211m: All frame buildings both inside or outside of the fire cone shall be braced with bracing of equal size of studding from the upper outside comer downward toward the center of the building at an angle of 4b degrees except that If 3-4 Inch diagonal sheathing or the equivalent thereof Is used on the outside of such frame buildings, braces may be omitted. Center partitions in frame buildings shall be braced with bracing brac-ing of equal size of studding from the upper corner nearest the exterloi of buildings downward toward the center of the building, unless iwprac tlcable on account of door or other openings. SECTION 211n: In all residence buildings either inside or outside of the fire zone a manway to the attic space shall be provided in an accessible place not in a closet In said building. SECTION 211o:. It shall be unlawful to construct a chimney within the corporate limits of Cedar City, Utah, said chimney being the only improvement In or on any building of previous construction In Cedar City without a permit. The permit and Inspection fee shall be not less than $1.00. SECTION Slip: It shall be unlawful to construct a chimney In or on any buildup In Cedar City, Utah unless said chimney shall rest on substantial footing foot-ing on the ground or foundation wall. No chimney shall rest upon or be carried by wooden supports, floors, beams or brackets, nor be hung by metal support from wooden construction. No chimney shall be bull' at an angle far enough from the perpendicular to require any support other than Itself. All chimneys shall be lined with fire clay flue lining of proper size for draft of attached combustion chamber. A separate flue shaD be constructed for the combustion chamber of each furnace or building heating plant whether the fuel used be coal, coke, wood, gas oi oil, and shall be built of brick, concrete stone, hollow tile of clay o concrete, of such thickness, construction and flue lining as shall bt deemed necessary by the City Building Inspector. In all chimneys the masonry shall not be built hollow and the lining dropped inside but shall be laid up with mortar around each successive length of flue lining as it is set. All Joints and spaces between the masonry and lining shall be thoroughly slushed and grouted full as each course of masonry Is laid No cracked, broken or otherwise defective linings shall be used. Smoke pipe shall enter the side of the chimneys through a fire clay or metal thimble or flue ring of masonry. The top smokeplpe intake shall no: be less than 18 Inches below any ceiling or closer than 12 Inches from any partition or wall at the side. All chimneys shall be subject to a smoke test made by the mason contractor or builder, and in the presence pre-sence of the building Inspector and of the owner or his representative. The construction, erection, maintenance and repair of any flue or chlm- i ney for a high pressure boiler shall be under the supervision of th. Building Inspector and no such construction, erection, maintenance oi repair shall be commenced or prosecuted without the approval of th. Building Inspector first had and obtained. SECTION 211q: . - I In all buildings of every kind either inside or outside of the fire zone the space over any gravity heating plant shall be not less than 24 lnche measured vertically from the top of the heater to the celling and th.. ceiling shall be covered with metal lath or other fire proof plaster bas and cement or gypsum plaster not less than tt inch in thickness or other fire-proof lining and all metal lath and plaster, shall extend to not less than 3 feet outside of vertical line of the furnace or boiler. Each and every furnace shall be covered on top with not less than 2 Inches of sand. SECTION 211r: ' . Every building over two stories in helghth shall be equipped with at least one outside fire escape and two additional exits. SECTION 211s: ( No building in Cedar City to be used as a theatre, church, auditorium, auditor-ium, school, or other building of a public nature shall be erected unless constructed of reinforced concrete or other noncombustlble materials. SECTION 211t: , i Mil .... ' i In any matter of dispute between the City Building Inspector and any owner, contractor or builder as to the Interpretation of any of the provisions of the ordinances of Cedar City, Utah relating to Building requirements, re-quirements, the Uniform Building Code published by the Pacific Coast Building Conference and such pamphlets and books as are published by the National Board of Fire Underwriters or the Fire Protective Association shall govern the building requirements herein enumerated and apply to the major repair or alteration of any building with the same effect as if the said major repair or alteration were a new construction. All buildings build-ings constructed for housing hazardous occupancies shall be built under the supervision of the City Building Inspector and shall be built strict ly in. accordance with the specifications prescribed for said type of building by the National Board of Fire Underwriters. SECTION 211u: No building permit shall be Issued to any building contractor or to the owner of any building contemplating the erection thereof or the construction of any building in Cedar City the cost of which building Including all materials, labor, painting, plumbing, heating and electrical work shall exceed $500.00 unless and until the applicant builder or the building contractor employed can show that the building contractor or contractors are registered with the State Bureau of Registration as a contractor or that he or they are exempt from such registration. Section 4. All ordinances and parts of ordinances In conflict herewith here-with are hereby repealed. This ordinance shall take effect upon publication.
