Show Bids Opened For Upgrading U. S. 89 in Garfield County Bids were opened by the Utah Department of Transportation on a contract involving resurfacing and safety modifications on an eight-mile section of US-89, from the Kane County line northerly to Hatch in Garfield County. The apparent low bid of $788,450 was turned in by L. A. Young Sons Construction Company of Richfield. The official engineer's estimate on the 50 working-day contract was $785,858. The project consists of placing approximately four inches of bituminous material over the existing deteriorating surface. Also, along a two-mile section where there has been a considerable problem with surface cracking, a fabric stress-absorbing membrane will be placed before it is surfaced to help prevent reflective cracking. The safety modifications involve extending pipe culverts running udner the roadway at various locations, updating the guardrail, and paving some of the approaches onto US-89 from other roads. UDOT District Three Construction Engineer Ted Christensen said, "I expect work to start on the project some time in May. Motorists should expect short delays once paving operations begin." This project is being funded under Utah's Road Rehabilitation Program. $30.7 million worth of rehabilitation projects on Utah's highways are underway or have been completed since the Utah Department of Transportation was granted a 1'4-cent portion of the 2-cent gas tax increase passed by the 1978 Utah State Legislature. The other cent of the gas tax goes to local governments for maintenance of their roads. The State Road Rehabilitation Program will bring Utah's roads up to standard over the next ten years. After that, the program will be responsible for rehabilitating roads as they deteriorate. Members of the local service organization, Questers, met at the Flying M Restaurant for a dinner and meeting to nominate and select new officers for the 1979 season.
