Mr. Cardall is under prosecution for alleged dealings with Fiscal Services Inc., a factoring company that he purportedly ran. Fiscal Services (FSI) was set up as business that would pay bills for other companies, making profits by investing the money for up to five days prior to payment. Though legitimate in design, the government believes Mr. Cardall on three separate occasions diverted money from FSI into his own private accounts. Four central executives of FSI were convicted of fraudulent activity last year.
