Show Soviet Says U.S. Holds Key to Star Wars Pact - The United MOSCOW (UPI) States holds the key to a "quick and fundamental accord to avert an arms race in space between Moscow and Washington, the Kremlin's chief adviser on space weaponry said Tuesday.
