Show The Salt Lake Tribune NATION Sunday, September10,1995 | Cynical Voters Fuel Speculation On Third-Party Presidential Bids By Susan Page NEWSDAY _ WASHINGTON — Whatdo a combative conservative columnist, a retired Army general, a veteran civil-rights activist, a Texas billionaire, a political maverick from Connecticut and a U.S. senator who barely managedto getre-elected five years ago have in common? e Answer: Each of them could shake up next year’s presidential contest. An electorate thatis increasingly cynical about polities and skeptical of Republicans and Democrats has fueled the biggest search for alternative choices since the Progressive Era of the 1920s. In recent days, there has even been talk of a third-party “dreain ticket”: FormerJoint Chiefs Chairman Colin Powell with Sen.Bill Bradley, D-N.J., as his running mate — in a bid financedby billionaire Ross Perot. The fact that there is no evidence any of the three would consider the idea has not slowed the specula- tion. “Already there’s a climatefor an outsider message or a political savior,” said Stuart Rothenberg, editor and publisher of a nonpartisan Washington-based political newsletter. “Between now and the end of the year, thereis likely to be increased partisan rancor, increased bickering andpolitical gridlock, and that will only increase the receptiveness on the part of the electorate for a nontraditional Politician.” Almosttwo-thirds of those surveyed in a USA Today/CNN Gallup Poll last month said they favored creation of a new political party, and more than a third said theyfelt noloyalty to either the Republicans or the Democrats. An initial burst of optimism about the Republican-controlled Congress that took who is Texas Sen. Phil Gramm’s top strategist, agreed. “Wecould have a crowd,” hesaid. A third-party candidate would have a hard time actually winning the presidency -- that has never happened — but heorshe could affect the outcome of the election. A Perot bid probably would drain away anti-Clinton votes and hurt the Republican nominee; a Jackson candidacy would attract the now seeking the Republican nomination, warns that office in January has eroded withits failure to deliver on high-profile promises like term limits. Now,about six in 10 Americanssay the country is headed in the wrongdirection, accordingto a recent WallStreet Journal/NBC Newspoll, and more than seven in 10 say they cannot usually trust the governmentto do the right thing. So some voters have started to look beyond the usual places for presidential possibilities. In bookstores, for instance. Poweil’s $6 million memoirs go on sale Friday with a er try publicity tour that probably will force the Persian Gulf Warleader to answer questions abouthis political intentions. Charles Kelly, the leader of an unauthorized group thatis trying to draft Powell, declares flatly, “We anticipate his entry in the Republican primary process in late October.” Oron the Jersey shore, where Bradley last week anti-abortion activists will bolt and back an independent candidate if the party softens its opposition to abortion. Most analysts say it is unlikely that next year’s election will end up being a traditional head-to-head contest hetween a Democrat and a Republican. “Thepolitical environmentis that we could have a four- or five-person race,” said Republican pollster Wiiliam McInturff, who is working for Senate Majority Leader Bob Dole’s presidential campaign. “If Jackson gets in, other people will get in. And I don’t think Colin Powell would bethe third candidate in, but he could be the fourth or thefifth.” Charles Black, a veteran Republican consultant votes of blacks and liberals who otherwise probably would vote Democratic. First, though, independent candidates would have to traverse an obstacle course created by the two majorparties that makesit hard to get on manystate ballots and impossible to claim public funding until the election is over. Save an Additional 10% OFF took his annual walk along the beachto confer with constituents who were scaking up the sun. Many of them applauded him fordeclaring that “politics is broken” when he announced he would not seek reelection to the Senate next year and urged him to run for the White Houseinstead. Perot — whose 1992 independent presidential campaign garnered nearly one out of every five votes cast — refusesto rule out anotherbidthis time. ‘on Discontinued Sofa and Love Seats Lowell Weicker of Connecticut, a former Republi- can senator and independent governor, says he is thinking about running. The Rev. Jesse Jackson, who has made twobids for the Democratic presidential nomination, says he is considering an third-party run if President Clinton fails to address the concernsofhisliberal constituency.
