Show By Independent Party Term limitation contemplated t KAYSVILLE The Independent Indepen-dent Party of Utah central committee com-mittee will vote April 20 on whether to launch an initiative drive to place term limitation on the ballot, said Ed Little, executive director. di-rector. The meeting, to be held at the home of Merrill Cook in Salt Lake City, is open to anyone interested in commenting on the issue. Little said the Independent Party has already consulted with attorneys at-torneys who are constitutional authorities au-thorities who say there is no legal problem with the wording of the way terms would be limited. "Assuming a favorable vote from the central committee, sponsors spon-sors for the initiative will be selected and assigned to each of Utah's 29 counties to assure that signature totals are achieved, ' Little said. "After a final legal review, the petition application will be filed with the lieutenant governor' gover-nor' s office prior to May 1 . " Little pointed out that the timing of the petition was planned so there would be no question about the Independent In-dependent Party's intent of making this a nonpartisan issue. "This is not aimed at any current elected official who would be running in 1992 or 1994," he said. The initiative petition asks that the proposed law, to be entitled "Act to Limit the Terms of Public Office Holders" be submitted to the Legislature for its approval or rejection rejec-tion during the 1994 session. If it is rejected by the Legislature, the petition peti-tion asks that it be submitted to the voters of Utah during the elections in November 1994. The act would not attempt to change the Utah Constitution but instead would add additional conditions condi-tions to the Utah Code. One section adds that the county clerk, before accepting a declaration of candidacy for any county office, shall ensure that the person filing has not held the office for which he is filing for more than seven years as of the date of filing. The other change would have the lieutenant governor not accept a declaration of candidacy for state office from anyone who has held the office for more than seven years as of the date of the filing. A third provision would have the lieutenant governor not accept a filing fil-ing for a U.S. Senator or U.S. Representative Rep-resentative from anyone who has held that position for more than 1 1 years of the date of filing.
